Why do people assume Beerus and Whis are a couple ?

People are stupid and think any feminine looking boy is gay, that's why. Its almost like subtle homophobia.

According to them Whis HAS to be gay just because he has feminine features. Talk about a stereotype.

There's also another angle - Toriyama/Toei and their known careless usage of dumb LGBT stereotypes. So when people see Whis it's no surprise they may wonder "is this another example of Toriyama/Toei's lame attempts at shading and stereotyping LGBT characters?"

I agree with you. In fact, I never assumed Whis was gay until somebody told me he was implied to be gay. For the record, when I first saw him I thought he was female

I just thought he was flamboyant. I still don't know if he's gay or straight or bi or asexual or what. There's no real way to know unless future material addresses it.

For the same reason people make fan-art of Vegeta and Bulma or Goku and Chichi in romantic situations -- people just need to feel the romance in a series that doesn't have any romance. If the whole Beers and Whis coule thing is viewed negatively, I really don't know. I can honestly say that it's never crossed my mind.

I think their relationship is basically that Beerus is Whis' cat, and Champa is Vados' cat...

I haven't seen any speculation about them. I've seen people ship them, but I haven't seen anyone theorizing on if it's a stealth-canon ship or not. It's possible it's happening in places I just haven't seen. (Also Beerus is asleep for decades at a time; that would make Whis one of the most patient people in the entire cast if true.)
