You can get Dragonball created skins at sites such as TheSims2.com and ModtheSims2.com. I haven't tried any of them out, since I'm too busy messing around with the Super Mario ones.
As for Sims 1 skins, the only one I know is Anime Sims Central where I got my Bardock one. Some of the skins on there are pretty crappy, even scary:

For example, my Bardock and Hige (Wolf's Rain) in Sims 1 were lovers. Hey, a fangirl can dream, right?
