Let's not forget the Saiyans of Universe 6 have a different upbringing. They're peaceful, so their population is probably larger and they fight to be heroes of the universe instead of wanting to dominate the universe. You've also got to remember, its quite possible Gotenks is nowhere near where he used to be in the Boo Saga. The boys haven't trained for around 5 years, Gohan didn't train for 12, and Gohan didn't get any weaker until after the 11 years, as far as we know (he only lost the ability to get stronger through hit rage after 7 years). Gohan got weaker for not training after 7 years though it didn't seem like a vast issue. Then after attaining the peak of his power, for 4 years he was fine then after Beerus arrived his power just plummeted horribly all of a sudden. Until it was stated it was not it's canon Base goku and vegeta are stronger than ssj3 gotenks nothing gonna change that plus evidence that supports them being stronger in base people need to stop acting like this is impossible in db.

Gohan was around equal to dabura who was perfect cell level. That means he was weaker. Also, there hasn't been any evidence he lost his rage boost ability. The only time he was put into a situation where he would rage was against super boo. And by then it was because he had his potential unlocked so he was always using his rage boost powerGohan remained exactly as strong as he was in the Cell Games, he just lost the rage boost ability.

We just see Vegeta and Cabba spar a little before transformation comes into play. Nothing tells us specifically that Vegeta has amped up to his full power or anything like that. It's a big, nonsensical stretch to declare that untransformed Cabba would be able to contend with Majin Buu.

Not sure if you regularly watch the series but there is plenty of evidence to show that base Goku/Vegeta are at/above SSJ3 Goku level.
