Not a fan of the idea of Luffy being in Heroes. I guess it makes sense since DB and OP both air on the same time slot, Bandai has the merchandise for both of them and they have a similar target audience. I would like someone like Chrono from Chrono Trigger as a guest for Heroes, but I don't think Namco Bandai wants to pay Square Enix to use him. Not to mention I would imagine most kids in Japan would have no idea on who he is.

I doubt he'll be playable. I obviously can't translate it, but the rumblings on Twitter were that he would be a boss opponent. Like back when they had the cross promotion for Doflamingo in Dokkan Battle and Freeza in the One Piece equivalent.

It seems like it. While he charges and performs a combo at the opponent he transforms three times: Base -> Super Saiyan -> Super Saiyan 3 -> Super Saiyan God Super Saiyan.
But it's not only him, all the CPs card has that new ability.

Characters transform as many times as depicted on the card apparently, and they vary between 3-4:
Goku - Base -> SS -> SS3 -> SSGSS
Gohan: GT - Base -> SS -> SS4
Vegeta: GT - Base -> SS -> SS3 -> SS4
Trunks: Future - Base -> SS -> SS3
Gogeta - SS -> SS3 -> SS4
Bardock: Xeno - Base -> SS -> SS3
Freeza: 1st -> 3rd -> 100% -> Golden
Broli - Base -> LSS -> SS3 -> FPSS4
Goku - Base -> SS -> SS3 -> SSGSS
Gohan: GT - Base -> SS -> SS4

In a surprising twist, the Heroes staff that are known for not being afraid to include any and everything, actually took Toriyama's words to heart and forgot about Super Saiyan 2, as well.

Super Saiyan 2s problem has always been the fact only Gohan made it look unique in its debut with subsequent characters not pulling it off. I mean really, what is the actual visual difference between SSJ2 Gogeta, Broly and Vegeta except the lightning? At least with Vegetto they had the good sense to remove one of his bangs.

Gogeta is always listed as "Super Gogeta", so I wasn't sure if that was Super Saiyan 2, in which case we don't know what's different. Broly doesn't have Super Saiyan 2 as far as I'm concerned, and Vegeta's hair should spread out more. Super Saiyan 2 Gogeta has bigger and spikier hair compared to his Super Saiyan form, one can easily tell the difference between both forms from any perspective.
Broly doesn't have Super Saiyan 2 in Dragon Ball Heroes, but he has it somewhere else.
