Did he not shave his head again in Super only to regrow it? When he shaved his head in Resurrection "F," I thought that they wanted to do a call-back to classic Kuririn (since everyone looked just like they did in their prime), but then he just regrows his hair again making it kind of like a useless little thing.

That's a fan theory, and considering Toriyama's "I didn't think the character would be around for long so I didn't put much thought in his name" comment, a rather unlikely one.
