There's no logical way for Cabba to be stronger than 100% Frieza in base. He didn't go through harsh training and he never reached ssj. Base Goku and Vegeta after years of harsh training and fighting tough opponents they still couldn't pass 100% Frieza. I'm pretty sure Cabba said he was even weaker than first form Frost.
Universe 6 is universe 7's counterpart. Universe 7's strongest warriors before Goku reached ssj2 were Buu, Dabura, Frieza, and Cold. Universe 6's opponents shouldn't be much stronger than them. Botamo and base Cabba should be around Frieza/Cold level. Final form Frost, ssj Cabba, and Magetta should be around Cell/Buu level. Hit is the only really strong one universe 6's team and he was around golden Frieza level.

Except Cabba has never gone through something that has made him mad before and it seems like he has never been pushed. No matter how hard the base saiyans of universe 7 trained they never surpassed Frieza.
Goku went ssj2 and 3 to fight Trunks and Trunks had trouble with Dabura. Nothing makes sense in Super.

Right but especially when the manga suggests that everyone is way below SSG levels and basically BoG SSJ1 levels and below...
In the manga ROF never happens and SSG is still around so we were never shown/told of Goku and Vegeta getting above SSJ3 levels in their base forms.
