If you could resurrect one non-main villain...
Who would it be and why? What would they do upon being brought back and who would defeat them?
By non-major villain, that exempts King Piccolo, Freeza, Cell and Buu.
I've always had a fondness for Dabura. His design always stuck out to me as being so evil and yet so different from other villains in how humanoid it was. I would have him get some power boost along with the ability to hide his power level entirely by a new villain that's similar to Bobbidi that's trying to control him and have him on par with most of the characters on Earth barring Goku and Vegeta. He would then hide and seek out the Dragon Balls without arousing any suspicions and use them to grant him more power. From then on, he would have a climactic battle with several heroes in which he defeats them one by one until encountering Piccolo who has been actively training. Once Piccolo gets beaten to the point of near death and is about to be finished off by Dabura, Gohan has a moment of PTSD and remembers 16's death by Cell, transforming into a Super Saiyan God and defeating him.

I might come back with a different choice, but I think I'll go with Broly for now (yes, I'm serious).
I'd love it if he got revived with Super Saiyan 3, maybe 4, like the respective hypothetical and What-If scenarios in Raging Blast/2 and Heroes.

I'll have to go with two villains.
First, Assistant Black:
He only realized he was been led by an idiot when Goku was right at this door. If the leadership was his, I would love to see him force Goku to team up with his friends instead of winning by brute force.
The use of all characters, with various proxy battles would be the highlight of this perspective.
Culminating in the invasion of the base, with the intent of defeating Black and saving Puar or Oolong(whoever) who were kidnapped previously. Goku ruining a sneak attempt by Yamcha and Kuririn, by going head first would be awesome.
The final fight, I would have it the same.
Second, Dr.Gero:
He was constantly wrong and robotic. A wasted character.
I would have him display his hatred towards Goku much more intensely and have us be informed of the backstory of #16. Oh and he would be competent...
In the first confrontation, I would have him escape like he did in the manga and reach his laboratory. #17 and #18 would be under his control, Piccolo sacrifices himself to save everyone and Dr.Gero leads the Androids in the destruction of Earth, while searching for Goku and the others.
Goku recovers from his heart virus, everyone trains in the RoSaT and become strong enough to rival the androids. #17 is defeated and #18 is saved from Dr.Gero's control thanks to Kuririn and Bulma.
In desperation, Dr.Gero uses his last resort plan. Injecting himself with a serum containing the cells of the strongest fighters(you know who). The risk was that he might start to lose his sense of self and turn into a monster(which he does eventually).
He would initially escape and dive into the Earth to grow stronger(absorbing it's nutrients). Bulma would try to investigate and locate him, Goku tries to find new dragon balls and a new Kami.
Meanwhile, Goku pity's Dr.Gero for being consumed by his hatred due to his son death. Regretting not even remembering him: "everyone in the Red Ribbon Army were bad guys".
Thanks to #16, which was salvaged from the confrontation at the laboratory. They locate him and proceed to engage him(Bulma's magic). #16 decides to try and stop his father's madness, due to his love for life and the Earth.
Dr.Gero, much stronger and in a delicate mental state. Snaps at his son apparent betrayal and destroys him. Which leads him into madness and triggers an evolution into a Perfect From.
The form is devoid of reason. Goku and the others hold back Perfect Gero and damage him a bit. Unfortunately Goku is killed, Gohan snaps into SSJ2 and kills Perfect Gero.

I'd love Dabura and Towa together, but what would they do upon being resurrected? I don't want them to be defeated, Mira, Towa, and Xeno Dabura are that kind of villains that came to stay, even when they are eventually defeated (not dead), they will return nevertheless.

Gohan only kills six of the seven Cell Juniors. This Cell Junior grows up to be a nerd, too, and he and Gohan are close friends.

Maybe Raditz. I think Goku nowadays (DBSuper Goku) would treat his brother differently and seeing how Vegeta changed so much, Goku's influence would probably grow on him too.

I'd like to see Nappa come back with a team4star personality but I wouldn't have him be a villain and I definitely wouldn't kill him off again.
July 9th 2018 will be remembered as the day Broly became canon.

Garlic, Jr.
He was the only one to ever achieve immortality, which makes him unique in my eyes. I think this time he would like to make another wish about being invincible. I would like to see him be defeated by the new generation of Z-fighters (Goten, Trunks, Pan, Bulla, etc). Although, him being post-DB but Pre-Z might make this a bit difficult to write a good story about his character.
From the anime/manga?
Raditz and Nappa (God mode). They would plot revenge on Goku and Vegeta. Nappa would kidnap Bulla and Vegeta would team up with Gohan to fight him.
Raditz would fight Goku again. Somehow, both are defeated, but give the main characters a run for their money. Oh, and Bulla turns Super Saiyan out of anger to protect her father.

General Rildo. I like the idea of a military ranking officer trying to fight Goku and the gang. Not sure how he would be defeated...

I'm not very familiar with the characters that were made exclusively for this section.
