Well, that was written too in the scan that we got almost 2 weeks ago with the exact same pic (Cell begins his hunt of Androids 17 and 18 in order to become complete)... Nothing new here.
Yes there is something new. Hunting both of them doesn't necessarily mean he would absorb both of them at the same time. Now we have a confirmation that this is exactly what Cell will do, absorb them both, something that that scan didn't prove at all.
