Depends on how the chapter is arranged. You might want to condense it a tad so it's not too long. Maybe something along the lines of:
"The Clash of Two Saiyans Makes a Burning Legend!"

2) For TheMikado, sounds like one for Vegeta.

Like I mentioned, it should be shorter just to not drag on for too long.

I would go with:
A legend in the making! Like a brurning wind two Saiyans clash!

"Makes a new legend" sounds weird to me, while "in the making" is an actual expression.
Goku and Vegeta I replace with "two Saiyans" cause it is a bit shorter and flows better.
And if course rearranged the title a bit to still convey all your ideas

Well, it depends on the feel you're trying to give the chapter. If you're trying to get a Funi feeling ha your titles should only be a couple of words long. For a more original feel (Japanese/Kai dub) you're definitely on the right track. And yeah, Draconic's title sounds good!
