Wasn't sure what you were referring to, because I didn't watch the anime (aside from GT) until Kai in 2009 (so I was never exposed to the filler of the original anime), but I looked it up and found the dark Kinto'un that Taopaipai rode; I actually had no idea that was a thing. I could definitely see little Vegeta riding that! ...well, that is, unless he could fly from very early on in life; he may not have needed it to start with. Still would have been really neat to see, though!

I don't see why Goku can't still ride the Nimbus. This is the same guy that got the super special privilege of keeping his body in death, was personally hooked up with a second chance at life for the Gods of the universe and was granted a exclusive non-conditional wish of Kid Boo being reincarnated into a better person so he could fight him again. Goku is so in the good books, that I wouldn't be surprised if the Nimbus suddenly morphed into a female training partner for Goku that would also cook all his meals and have occasional threesomes with him and Chi Chi.

Did Goku ever go dark in his life?
Ok now he is ambitious but still Goku is not the guy that will ruin someone else to achieve his dreams.
Heck he is not even jealous of people with higher power than him. He gets excited to surpass them. His only "ass" moment was in Bog when he explained that he hated how he needed help to go to the next level.
I am pretty sure that he can ride it.
Veggie on the other hand still has no hope
