He wo because Goku fell to the ground before him, the match was pretty much a tie if you ignore the ringouts.
Tenshinhan being weaker is entirely your own opinion, it isn't fact. More or less, the two were exactly equal, I believe Goku even states such after Tenshinhan tells him he'd have lost had Goku not been hit by the truck.
His opinion, not mine. You quoted my post that was pretty much the same message, are you translating me or something?

Well... on one side, Ten never used the Kikoho on Jackie... but Jackie never used the full power KameHame Ha or the Bankokku Rikkisho on Ten either.... it's hard to tell how the fight woulda turned out if they went all out....

Tao must be stronger in my opinion and this is proved in the General Blue saga . General blue manages to paralyze Master Roshi and the rest of the gang in Kame House whereas his telechinesis technique did nothing to Tao. And Tao is younger than Master Roshi .

Didn't he just tie them with some rope? I don't remember watching him paralyzing Roshi directly....

Anyway, Roshi and goku were not really that even during the 21 tournament. Roshi was holding back until he used the Bankokku Rikkisho. It was not much of a fight until that point.

After that he had to fight an ozaru and had to use his max power kamehameha which made him lose a lot of ki (that's even said in the fight when roshi could not even do a normal kamehameha).

I don't think he is stronger than Tao, but more or less an equal to him.

It seems to me that Muten Roshi title of strongest man in the world is due to his many feats he did in his at-least-300-years-long life.
"Young" MutenRoshi would for sure wipe the floor with Tao very easily.

After all, Goku became stronger than Tao after Karin's training. Muten did this training 300 years ago, and became better after for sure.
So maybe Karin was a very bad teacher at the time, or was he himself weaker :)

As old Muten, I wouldn't state for sure. I don't think he would win, but he sure would put a very good fight.

At first, I thought Tao was easily superior from judging how easily he first defeats Goku.

But Roshi assumed an easy victory against Goku in the tournament. He probably was more focused on seeing Goku's abilities than defeating him quickly, therefore he allowed Goku to fight him evenly for a time. Roshi didn't really get nervous until he had to waste all his ki destroying the moon. Even then he still fought off Goku.

Goku became stronger than Tao only after climbing the tower and learning to keep up with Karin, something Roshi had already accomplished. It took Roshi a lot longer to accomplish this, but he still mastered the training so Goku had to be at most equal (but probably still weaker) to Roshi after getting the water. Tao did the climb but didn't master the training of the water, putting him weaker than Goku.

So, would it be a common view that Roshi was once stronger than he is when we first see him? I just assumed that he had achieved his maximum power and just retained it from then on (going by the Daizenshuu power level of 139 that never changes); also from the way he reacts to those stronger than him it always seemed to me that they had just surpassed him, not that he had necessarily weakened or would have been able to beat them when he was younger.

I thought the whole 'strongest man in the world' stuff meant that there was just noone stronger than him...it was only after Goku et al appeared that he began to be outclassed (excepting Piccolo Daimao, naturally)

I don't remember anything in the anime saying that Roshi was once stronger. He looks feeble in his normal form but when he becomes "Super Buff Roshi" it looks like he still has his original power...doesn't he say something like "Yeah, I still got it" when he uses the kamehameha.
