1. Their names are very similar
2. They are both the best at something (strongest/ruling everything and smartest/knowing everything)
3. They are both somewhat rotund with oversized, ellipsoidal heads and just generally look silly
Could they be related in some way?

I don't think they are related but rather just drawn similar. I mean Zuno has giant ears after all.

Zenou's "name" is just a title -- King/Lord of Everything.
I doubt they're related beyond just being silly looking Toriyama mystical figures.

Their names may seem similar to a western, but in Japanese their names are completely different. Zen'o (全王) is apparently just a title that means "King of All", and it doesn't read "Ze-no". It reads "Zen
*pause* ou". Zuno's name doesn't mean anything since it's just written in katakana (ズノー), though it's a pun on "brain". Zuno also wasn't implied to be a god, so I doubt they have any relation.
Now, Zen'o is obviously related to Chaozu and Mr. Popo.

isn't a name. It's a title made up of real words.

But it's still used as the name of how he's addressed, as his real name (if he has one) is unknown.

Vaguely similar names and vaguely similar appearance isn't really a strong enough argument. And Zunoo is like 50x as big as Zen'ou.

Did Toriyama create Zeno or was that Toei's representation of Akira Toriyama just like The-One-Above-All represents Stan Lee, Jack Kirby, Marvel writers, editors, etc.
The reason why i asked is because, Zeno is a child but at the same time considered to be king of everything. Akira Toriyama created Dragonball, but at the same he acts like a child. Do you think they go hand in hand?

Toriyama as Tori-bot is 2nd on the pecking order just behind Mr PoPo as Zeno is below them.
