We thought he could've been Zamasu but that's obviously not the case.
Based on the way he's talking it seems like he's controlling Goku's body so he could be someone like Baby who can take over people.

I think he's the reanimated corpse of the Goku that died in Trunks's timeline. There are some hints (clutching his heart when fighting Goku in the past, using Goku's teleportation in the latest chapter of the manga, saying he got the most out of Goku's body in the latest episode, etc.). We have been told (vaguely) that Kaioshins have the ability to 'create life' or something along those lines, my guess is Zamasu used his Kaioshin powers to do exactly that. Zamasu injects Goku's corpse with some of his own ki (which is why the two feel similar), and Black gets stronger as he gets used to the body.
Another possibility is, the Potaras might play into it a bit. Putting them on opposite ears of two people causes them to merge (as Gowasu reminded us a couple episodes ago), but what if two people put them on the same ear? If they're both living, nothing (as happened with Zamasu and Gowasu). But what if you put one Potara on a corpse? Could very well allow the living user to control the body of the dead user. Would be interesting if the Potara had such a property, and now that we know Zamasu exists in a separate body from Black, it seems plausible.

I would love for him to be a new mainstream import of GT Baby to Super. black is future goku that was revived by the kaioshin (god of creation) and controller by kaiou earring
