Got the game however i am stuck on the first part, it's a question/answer part between Kami-sama and Son Goku. I'm really stuck!!

All right. I've had time to sit down and really play this game. I'm still not very far (heading back to Earth after training with Kaiou-sama) but I have a better understanding of the card system and I know what the various symbols do. Before I explain the best I can, I just wanted to say that this game feels so sloooooow to me. I mean, it's interesting and I'll continue to play it, but if it were any slower I'd just go insane. On the plus side, the chibi graphics are cute, and the game itself brings back a lot of nostalgia from the NES DBZ games.
With that said.. here we go. Best I can, I'll explain the basics for those who want to play. (Japanese encoding needed to see the symbols)
The first thing you want to do is select your save file slot. It'll ask you to entire your name.
Now you can play. Select your save file and it'll ask you which mode you want to play. If this is a new file, the only option you have is Story Mode [ストーリーモード] so click on that. You will then get to choose which story mode you want to work on. For now you only have Son Gokuu, Son Gohan, and Piccolo. I'll start with Gokuu.
After you select your character you will get to choose which scenerio you want to pick. Right now you only have the one, so pick it.
Now comes the tutorial. Kami will pop up and hold a small conversation with Gokuu. After they're finished, a menu with four options will appear. The first will discuss "Energy Cards" and will bring up another menu full of options for you to check out. Here's the basic information on ECards.
Each card has a power and defense rating. The power rating is at the top and is represented from one star to a Z (which is 8 stars). The same holds true with the defense rating. In the middle of the card is a symbol. The eight symbols are: 闘 隠 鍛 返 気 人 使 and Z. Now, you're asking yourself, what do these eight symbols do? It depends on whether or not you are on the map or in a battle. The symbols will do different things depending. Here's a list of the symbols, their literal translations, and what they do in each.
闘 [たたかう]
To fight/battle
MAP: temporarily increases power (this is just a best guess)
BATTLE: lets you attack the opponent
隠 [かくれる]
To hide/conceal yourself
MAP: Makes you move differently & prevents random battles (thanks Miesteron)
BATTLE: Lets you run away from the battle (if possible)
鍛 [きたえる]
To forge/train
MAP: temporarily increases the defense of the character
BATTLE: increases the defense on all your cards
返 [かえす]
To return something
MAP: Changes your entire hand of cards
BATTLE: swaps your power with the opponent's
気 [き]
Energy
MAP: increases power (again, just a best guess)
BATTLE: increases the power rating of all the cards
使 [しょうする]
To use something
MAP: lets you use one of your items from the inventory
BATTLE: lets you use one of your items from the inventory
人 [ひと]
Person
MAP: Gives back some HP
BATTLE: If your card is stronger the opponents, the attack will be done by the person on the face of the card
** Note, the way the game draws this symbol it looks more like a sideways T.
Z
This does the same thing in battle or on the map. It allows you to select what you want the symbol on the card to be, out of the other seven.
Now that you know what the eight symbols are, it's time to explain how to move across the map. On the map are points (represented by dots). You'll be moving between each point. Each point takes up one move. The number of moves you get per turn depends on what the power is of the card you pick. If you pick a Z card, you will get eight moves. If you pick a 1-star card, you'll get 1 move. Etc.
After you finish moving, chances are it's going to pop up with an opponent card. The opponent's card will have an attack power. This is where your card's defense will come in. If the opponent's attack is the same or higher than your card's defense, you will enter a random battle. If yours is higher, then you will not enter a random battle.
Battles are done much the same way, only now your opponent's card has a defense rating and has symbols on the cards as well. You pick your card, they pick theirs. Highest attack power will win and then the action of the symbol will be performed. To attack your opponent you need to pick either a card that has 闘 or 人 on it. When you attack, your attack power will come off of their defense power.
In the event of a tie of attack powers, the number will be added to a counter and applied towards the next actual attack. Let me give an example.
Example:
You're fighting a Saibaman. You pick a 5-star 闘 card. It picks a 3-star attack powered card. You win (かち), they lose (まけ). Gokuu will attack. 5-3 is 2. You'll do two hits, which will take off some of its HP. Next round begins. You pick a 6-star 気 card and they pick a 6-star attack card. It's a tie. Six will be added to a counter. The next round begins. This time you get lucky and have a Z 闘 card and use it. The Saibaman picks a 1-star card. The z-card is worth 8, plus there's 6 in the counter, which will add up to 14. 14-1 = 13. You've done 13 hits to the poor thing and it's deader than a doorknob. You win the battle and receive XP.
The leveling up system I have yet to fully figure out. It's called "Hoipoi Chance" and involves capsules. You can ditch the capsules you have up to five times and each one will give a random bonus. I've yet to figure out how you can tell what the capsules will give and it seems like no matter what I do I always get a bonus to HP.
To exit the tutorial mode and start the game, select the bottom option several times until Kami goes away and the game starts to explain the story of Z to you.
Anything other questions that you might have that I might have an answer for??

The story that I've played thus far (again, only up until the end of Gokuu's training on Kaiou's planet) is that of Z. It follows the same story we know and love.
Basically you walk around the map and meet objectives (which usually involved "beat up so and so" or "catch so and so"). Inbetwen walking around on the map are random battles. Once you meet the objective the level is over and you're given a ranking (one, two, or three "Z"s) and unlock the next scenario to repeat the same process.
The first board is going after Radditz to rescue Gohan. Though, a friend who is also playing, who thought it'd be funny to gain insane amounts of levels before fighting Radditz, told me that if you take too long he'll kill Gohan. I suppose that's something new.
The second board is Snake Road/Way. It follows more of the anime approach, where you have to stop by Princess Snake's castle and she attacks you and all that. Nothing really new there. At the end of that stage you get knocked into hell and have to chase a cloud around, which will lead you to the exit (the random battles in this stage change from saibamen to the two ogres). From there it takes you to Kaiou's planet where you catch Bubbles and catch Gregory a few times.
I don't know if the story deviates later on or not.
As for how it plays out.. it's very simplistic. The boards vary in size, yes, but they're all about the same. You pick your card, you move between the points on the map to get to your objective/target. You'll enter random battles and fight things. Occasionally you'll come across a point that is red and usually has an icon above it. When you hit those spots you'll stop and something will happen (such as you might receive an item, you might activate the next part of the stage, you might get your life restored).
There's two things I don't like about the board part of the game. One, it's slow. Movements are slow. The entire thing just feels sluggish. Two, you can't turn around on the path you're on. In order to get back to a previous point you have to do a loop around some other path.
The board thing just feels very predefined. In the NES DBZ card-based games, you'd select your card and then you could move around whichever way you wanted, however you wanted and it was quick. Here you select your card and he'll move on his own from point to point to point until you come to a cross road, where you pick which direction you want to take.
Does that help answer the question?

I can't read the title of the second mode. It's Kanji I don't recognize. It looks like, though, it's used to connect with a friend and have "card battles."
The last mode is "Collections" and houses the cards you've seen/used as well as voice samples.

I just thought of one more thing that really irks me on the board part of the game. If you run into another character, you stop even if you had more move points left. For example, let's take Kaiou's planet. The first part is to catch Bubbles. No problem. Kaiou is inaccessible, and Bubbles is the only one on the board. After you catch him, though, Gregory appears and you have to get to him. Well, if Bubbles gets in your way and you get stuck following behind him.... you're only going to be going as fast as he is, until he gets out of the way or you go a different path. So if you pick a Z card (eight moves) and he's two spaces in front of you, you just wasted that card because you'll only be moving two spaces. That drove me near insane last night as I happened to get stuck behind him twice.

There is voices for stuff like "Kamehameha" during battle.
In the sound options there's actually quite a bit of varying sound samples from the characters (anything from the attacks to phrases the character uses a lot in the show). But I haven't actually heard these during the game.

In (rough) English, the menu is this:
Character | E-Card | Scenario | Interruption (Break) | Finish/Exit
Character is the default when you click on the menu. It shows your stats, level, life, xp and how much xp you need to level.
E-card (Energy Card) gives you a list of the cards that fall under those categories mentioned in my earlier post.
Scenario tells you, I believe, what it is you're supposed to be doing and how many turns you're allowed to do it in. For example, on the first scenario, it tells you to defeat the Saibamen (せイバイマンを たおせ!) and that you have #/16 turns.
Interruption/Break brings up a sub menu asking you if you're ready to take a break from the game. It has three options:

今回は ここまでにする
こうさんして ゲームをやめる
Basically:
I still want to continue the game --click this to exit this submenu and go back to the main (i) menu
Remember what we've done up to here* -- click this if you want to save. It brings up a sub menu asking if you want to save. The top choice is no, the bottom choice is yes. Clicking yes will also exit the game back to the title screen.
Exit the game -- click this if you want to quit without saving. It'll ask you if you're sure (top choice will back out, bottom choice will confirm)
The only other option on the (i) menu will take you out of it and back to the game.
