Exactly this. I watch Dragon Ball for action and adventure, not Goku's farming antics. I definitely don't mind some of that stuff now and then; I enjoyed filler in Z such as the driving and Android training episodes, but it's the least of my concerns in the grand scheme of things.

Slice of life is effective if it's kept to a minimum and it helps facilitate plot and character. For instance, it can reinforce what it is the characters are fighting for.

I would have written it that way but I don't think the series would have had continued success then. I assume many fans were bored with the old adventure/comedy themes and wanted a change. Also, once the characters learned how to fly, the need for world building was really lost. While it was once a big deal for Goku to fly to Muscle Tower from Kame House, now Gohan can fly to West City from Mount Paozu and nobody really sees it as a high achievement.

This. I think the reason why a lot of those 10 day break before fighting Cell episodes was because of the shift in tone, in addition to the sparseness and placement of them.
