Dabura could have stayed longer, Gohan and he kind of had a rivalry going on.

As for the multi-form technique, only Tenshinhan was ever able to use it in the manga. Any instance of Piccolo or others using it was entirely filler.

Having your aspirational perceptions of the man whom you were programmed to battle and kill shattered by having his previously imperceptible son who was likely considered an unimportant side-note along the same lines as Vegeta or the humans suddenly become the dark-horse menace of your nightmares when he surpasses what was intended to be your ultimate strength must have left an impression with Cell. How could he have foreseen that it would be Gohan of all people to push himself into a corner? The data accumulated regarding Gohan probably only showed him as being this meek and uncertain child who just happened to spontaneously grow in strength for brief moments whenever he was emotionally stimulated; nothing much else to be concerned about.

This besmirchment of Cell's being is only worsened by the fact Gohan is pacifistic with a lack of desire to fight. In Cell's mind, I think part of him may have been saying it should have been the greatest martial artist on Earth who single-handedly destroyed the Red Ribbon Army to kill him, not this wet behind the ears brat who he had probably never even gave a thought about. It may have fostered a bitter resentment in Cell where he wishes to avenge this bitter humiliation by killing Son Gohan.

Oh, but in-series? Hmm...I could say Garlic Jr. easily enough, if he came back again. Which, not that I'd want him to, but...something with him coming back when Gohan is an adult rather than still a kid would have interesting story potential, maybe for a game if nothing else. Beyond that though, uhhh...I'm drawing a blank. I don't even really want to say Cell, cuz outside of him returning again or something, he and Gohan don't really have a lot to do with each other.
