The objective here is to define a certain character. However, to accurately define a character, the definition has to be pretty specific, otherwise it will define that character no better than it defines countless others characters who can actually be strikingly different in many aspects. So, no, I don't think it's actually accurate because it lacks specificity due to how broad and overreaching it is, and it certainly isn't useful. If you want to argue that maybe it can technically fit within the broad confines of the notion you quoted, sure, you can do that... but so can countless others who are very different. Awful is a tad extreme, but I think this is a valid observation otherwise. The heads do vary from panel to panel, page to page, even when looking at only one character. Of course, even professionals (insert slightly unfair Dragon Ball Super joke here) have trouble drawing characters on-model, so I'd lean on cutting the artist here some slack. The art has been largely consistent.

She's not the worst character in fiction, never did I even remotely imply that. She's just super unlikable. I don't think that, I just think that she (and Vegetto, for that matter) are put in in too big a spotlight with very little development. Even though the latest chapters have tried to bring that development, it feels so... contrived? I think it speaks volumes that we and other fans only shit on Bra, Vegetto, and specials that are worthless/bad. DBM as a whole isn't that bad, and while Bra and Vegetto get more focus, the story is about the fights, and the fights are great usually.
