Does 19 have the programming to activate 17 and 18 on his own?

He might, but Piccolo or Super Saiyan Vegeta would have killed him before he had the chance.

Things go one of two ways:

Scenario A - 19 has no backup programming to respond to Gero being killed and thus is defeated by either Vegeta and/or Piccolo, ending the Android threat right then and there. Future Trunks might still find Gero's lab to shut down 17 and 18 in his timeline but he'd be killed by Cell without any training in the ROSAT. If Trunks finds no plans to take out 17 and 18, he could stay behind and train anyway thus possibly attaining enough power to kill the future Androids, Cell included.

The main timeline Goku would heal eventually and probably fight Vegeta and beat him after a hard fought victory. Vegeta would never get softened up by Future Trunks but could eventually if he stuck around with Bulma and baby Trunks. Gohan would never become a Super Saiyan, Goku wouldn't die to Cell and the cast would probably get murdered once Babidi showed up due to being massively weaker than they are in the main series.

Scenario B - 19 would probably run away and activate 17, 18 and the arc proceeds majoritively how it happened as we know it.

At any point in the movie or arc. Presumably later on, though.

1) If on King Kai's Planet, SSJ3 Goku would have had only been able to defeat Beerus with either an Instant Spirit Bomb or an Instant Dragon Fist.

2) But even as a Super Saiyan God, Goku would have only been able to win if he were to have somehow gathered the Genki of an entire Universe for an Instant Spirit Bomb or to have used a combo of both the Instant Transmission and the Dragon Fist.

By the time Dragon Ball Z: Battle of Gods has taken place, Goku had already surpassed Mystic Gohan. But considering the fact how none of us know as of yet exactly how powerful one with Saiyan blood can truly become with the Super Saiyan God ritual, I would say that Super Saiyan God Gohan would have done only slightly better or worse than Super Saiyan God Goku did against Hakaishin Beerus.
