Actually Yamcha HAS to surpass 22nd Goku. Cyborg Tao is supposed to be much stronger than Tien in the 22nd Budokai since they were confident on beating him. Yamcha was able to see Tien's movements while Cyborg Tao couldn't. What numbers? Do you mean the 180 and 260 of Tien, King Piccolo and Goku? I Don't agree with those numbers since they contradict the manga. Tien in Z should be stronger than King Piccolo, yet he's still at 250. That means that King Piccolo is weaker than that.
