I think that was anime only. Even so, he didn't exploit it too much.
Yes, it was anime-only - I just flipped through the manga. True, he didn't exploit it, but, being human, and only having a gun as a threat, there wasn't much he could do anyway.

Its kind of strange, but when Commander Red said to give the radar to General Kappa, whatever happens, I mean I watched all dragonball, but if he has the radar, and goku already had all 6 dragonballs, shouldn't General Kappa be fighting for the last dragonball with pilaf or something, I mean after all he did keep the radar, didn't he?

I think people don't like General White because he's a pretty normal guy (like he could exist in real life) but at the same time very mean.

I don't know about that, it's something I've been wondering about as well. As far as I'm concerned, Copper survived the headquarter's decimation, and, most likely, when he got news of what had happened (remember, a lot of the soldiers at home base fled and survived), he felt no desire to carry out his mission, told everyone to pack up and go home, and...maybe he left the radar for Goku to find? Alright, so that last part is extremely skeptical, but we never really find out what happens with Violet, either (with all that money she stole, AND flying around in the Red Ribbon aircraft, you think she would have drawn some attention).

Technically all of the officers, with the exception of Yellow due to him being a tiger, could exist in real life. But yes, White isn't very nice, then again neither is Blue. Come to think of it, White didn't have any interesting quirks or many characterization moments. That's probably why no one posted so far thinks he's anything special.

I guess you missed one important fact regarding that. Pilaf kept his Dragon Ball in a box that blocked its detection by Dragon Radars, which is why Gokuu couldn't find it at first either, and he had to go ask for Baba's help.
