In terms of power level, how strong does a Human have to be to use the Super Kamehameha?

At least as strong as 23rd Tenkai'chi Budokai Goku in my viewpoint.

Probably as strong as Prior Saiyajin Invasion Goku.
Though I don't really think you need to be a particular level, just I think you need the knowledgeable on how to charge it up a bit, give it some oomph.

It's a modification of the technique, has nothing to do with power. BoDB Goku could use a Super Kamehameha if he had the ki training of his post-Kami self.

Isn't the Super Kamehameha only better because there's a ton of extra ki pumped into it?
