Arguably Piccolo Jr., and the Future Versions of Androids 17 and 18. Fine, cross them off the list. That's 3 of them, and only 1 version of the androids. So you're wrong here.

Sorry to be a party-pooper, but this arc wasn't anything special. Even if you like it, it just factually isn't all that unique. There's some cool lore-building, I guess.

A: major villains of Z.
B:where exactly in sayan arc they fail as the sayan plan was to annihilate Earth and Earth wasn't annihilated?
C: oh no, Cell doesn't even reach 1% of his complete plan. He want to become the stronger being. Ding dong, the fact he loses confirm his failure, while Zamasu 0 mortal plan... guess what... succeed.
D: if your mother die and you go to a timeline where your mother is still alive and grow another yourself... it's not the same. You're not his child. You can't pretend to get the same care. It's the largest plot twist so far in DB: there are irreversible consequences.

As for super shen long: guess what? It can undone Zeno actions. Zeno destroy that timeline? Goodbye timeline.
I learned english listening to songs. So I don't know anything about. The day you had to learn play piano by just listening .mp3, you'll understand.

I wouldn't consider any of those characters to be a main villain. An antagonist, absolutely, but main villain? Nope.
All of them except for arguably General Blue and #16 were main villains at one point. It's not even debatable, they just factually, demonstrably were.
I honestly consider a main villain as a character who debuts in the early portion of the arc and remain for either 3/4 of the arc or until the very end of it while having an integral role in shifting the plot. Characters like King Piccolo, Freeza and Cell. are what I consider main villains. You could even make a case for Vegeta and Super Boo, all things considered.

Does it really matter what you consider a main villain? Doesn't it matter more the characters that y'know, were actually set up to be big cheese?

But none of those characters were the big cheese, when it came to villainy. That's the problem. Hell, Android 17 and 18 didn't even care that much about killing Goku. Those two were basically pawns for who later turned out to be the true villain of the main arc, which was Cell.

Yeah, after several changes in the story's direction, after tons of backpedaling on the preceding build-up, Cell turned out to be the main villain. They were still the main villains for their select portion of the story.

Since when General Blue, Commander Red, Dr Gero or Android 16 were the main villains? Blue and Red were part of the Red Ribbon Army (in that case, the organization was the main antagonist, not singular members. And the organization was destroyed by Goku)
Piccolo - ok, he was indeed. But he was defeated by Goku. Fat Boo was the part of Boo, the main villain who was killed by Goku. In that case, counting Fat (good) Boo and Evil Buu as both, separate antagonists is like counting Kami as the villain because he's the good counterpart of Piccolo ;)
+ Boo became the good guy, so he still follows the pattern "killed, beaten or became the good guy"

The MAIN villains in DB universe are:
-Piccolo
-Vegeta
-Frieza
-Garlick Jr
-Cell
-Buu
-Zamasu/Black
-Baby
-Super 17
-Syn Shenron

I could consider Androisds 17&18 as the main villains too, but they were defeated by Trunks in his timeline. + Android 17 was killed by Goku later in GT :)
