I don't think so. He sure is mysterious, but not in a menacing way since he doesn't talk much and when he does it's just friendly small-talk.

In U6 tournament everybody was saying that Vados would be the villain with white hair! But She in fact was acting like someone who doesn't care about anything, except the super dragon balls...

Yep, I was about to bring this up. Seems to me that the angel race is just mysterious like that. Vados was believed to be a villain, but turned out to just be neutral. Because of that, I think most of us aren't suspecting something like that a second time with her dad.

Maybe more as an hidden and possible villain.
Many epics told about rebellious angels.
So while we don't have any hint about... after that Zamasu beast... to have a bigger menace, and knowing how strong are Whis/Vados...
A yummy possibility.

I think he's just careful to what he says in front of Zen-Oh like everyone else, though Angels tend to be more comfortable around him than other Gods.

Nothing about the High Priest screams "villain", to me at least. Just because he's mysterious, doesn't make it more obvious he's a bad guy.
