Interesting question, and one that can't be answered definitively. In Toyotaro's manga, Zamasu always refers to Gowasu as "Kaioshin". This seems to imply that calling a Kaioshin by his title rather than his name is a matter of respect. So our Kaioshin probably have names, we just don't know them. The reason for this whole confusion, obviously enough, is that there used to be only one universe, and one Kaioshin for each reigon of the universe. That implies that Kaioshin give up their names after ascending to their title. Most likely Zamasu got to have a name because he was an apprentice to the "real" Kaioshin, and had yet to ascend. But that just opens the question of what the ten Kaioshin and Kaio are really named... From a narrative standpoint, Kaioshin didn't need names when they were first introduced, they were addressed by their title. The only reason they need names now is because there are so many, and they hold the same positions, only in separate universes. In the Champa Arc, he one-shots Cabba after transforming into Blue, and fights Hit for about half an episode as opposed to Blue Goku's two episodes.
When the Zamasu Arc rolls around, he gets screentime all over the place; so much so that we haven't seen Vegeta with blonde/gold hair since the tournament.[/spoiler]
