Strongest Mecha Bulma could build?

She might be able to infuse time travel tech into a basic cyborg.

No idea is she could recreate Gero's infinite energy generators even with his notes + machine parts.

If she could a you might get a time traveling robot that never runs out of batteries.

Considering her energy shied could prevent damage from leaking out from SS2 Goku and trunks, it's atleast SS Tier.

The most reasonable robot she could make based on previous tech is a super Sayain tier time traveling robot.

Now, if she worked with other scientists and incorporated Arales tech?? You may just get a robot that puts SSG to shame.

I'm not sure how well she would do with Androids seeing as it isn't her field at all but she seems to be making progress with shields and bullets used against massive power levels. So if she could incorporate that tech, shield especially, into a cyborg design it would be fairly powerful.

I think the answer really depends on three things:

1) How badly does she need to? Her best inventions seem to come with her back to the wall out of necessity.

2) How much time does she have? Will she be at this for ten years or is it a rush job?

3) Can she access all the materials she needs? We saw with the time machine that some materials needed may be extremely rare or not exist yet. Materials also counts towards any DNA and whatnot she may need.

If Goku or Trunks actually attacked that shield directly, I'm sure they could shatter it with regular SSJ.

Arale's tech is gag power, which I don't think Bulma can use all that well.

16,17,18 she has them all..
At least 16 level Android should be a piece of cake for her..

The strongest she could go for would be around perfect cell level..
There is a limit to how much only technology can do..
That's why cell was created, ki users have far more growth room..

If I had to get creative and give it my twist..

I would create five 16's levels reactor's..
Link creation would be mesh topology type.. the minimum space utilization could be done and all the cores would be fitting in the chest piece of machinery..
The next step would be to use magettas size as a reference, the sheer amount of resources that size machine is capable of is absurd..
This would fit the room requirements and mobility motors have plenty of room to work without hindering the internal mechanics when abused..
The Blue prints would be made and moulds manufactured..
That is where kaioshin comes into picture, the katchin would be perfect to integrate the machine..
All the parts would be manufactured to desired shape without worrying about the cutting tools for the process and you get the strongest material in the universe as the shell..
I won't go into anymore details.. you get the idea..

If this is what bulma can come up with, the Android she can make would be
5 times as strong as 16 at the very least..
If power increase size would too, that would be bad for efficiency..
The magetta size is perfect imo..
I assume she can at least improve upon the energy cores..
I will keep each core at perfect cell level maximum..

So, in conclusion..

5 times perfect cell level would be the peak.. but the machine would be pretty durable whatever the power turns out to be..
