My younger self would kill me(if he knew about ROF Gohan at least haha) for even thinking this but... ROF movie Gohan is way better than Cell arc Gohan. Why?
Gohan's personality in ROF was actually pretty resourceful. He didn't need to be pushed into anger to do something. Unlike his younger self, he took the situation seriously from the start. He even quickly dispatched Shisami because he wanted to be careful. This is the opposite of what he did with Cell and it looked like he actually learnt something. Yes, he got destroyed by Freeza but that could have happened to anyone there besides for Goku and Vegeta. I don't think Gohan in ROF would get even a tenth of the hate if Gohan had the exact same treatment and lines, but had the ultimate form design and power.

F Gohan was very in-character. His lack of training yet feeling like he needed to fight here went excellently with the previous iterations of his character, aside from the aforementioned Cell Games one.

I agree, Kid Gohan and Ultimate Gohan are overrated, Teen Gohan (Pre-Potential Unlock) and F Gohan are my favorite iterations of his character by far.

My favorite Gohan was Great Saiyaman Gohan, not really a fan of Cell games and Mystic Gohan though, they feel out of character, more so with SSJ2 than Mystic.

SSJ2 Kid Gohan had that bravado that kept you in the edge of your seat, despite his idiotic actions.

The funny thing is in Dragon ball super's version of RoF even base Gohan is arguably stronger than his ssj form during the Cell games. Tagoma said base Gohan was the strongest out of all of them, including Piccolo, who should be stronger than semi perfect Cell at this point. And as a ssj that would make him ultimate Gohan tier. I don't know if they did that on purpose or not. It just seems like they forgot how strong Piccolo was imo. Tbh I'm not even sure if Toei realized they made Tagoma stronger than final form Frieza.
