It hasn't been historically, at least not back when he was writing Dragon Ball. Even the Boo Arc didn't doo anything as
blatantly stupid, and it doesn't come through in Toyotaro's work, so it's probably not Toriyama. More likely, the staff don't know how to handle Dragon Ball without making things groundbreakingly, unintentionally nonsensical. I hate to bring up time travel again, but need I remind everyone how the anime violated time travel rules a shit-load of times? Whereas Toyotaro's manga has made an incorrect implication once. Toriyama definitely doesn't help matters with his vagueness, but more often it's the adapters that are inflaming the nonsense.
I think OP is talking more about moments that are simultaneously badass and stupid or so stupid they become badass, not just things which are stupid.
Such as Vegeta turning into a Super Saiyan, and Krillin pointing out that it's impossible because he needs to be pure of heart like Goku, and Vegeta's brilliant reply of "Oh, I can assure you that I am in fact pure of heart... pure
evil!"
That's badass, but equally stupid.
Another example off the top of my head is the various massive powerups characters pull out of their asses. Freeza starts off at least 10 times stronger than every single one of his subordinates besides Ginyu, only to reveal he can transform and grow immensely in power, only to reveal he has two more transformations on top of that, forcing the heroes to work together, fight to their limits and pull out insane powerups of their own just to keep up, but after all that he reveals he still isn't using more than 3% of his true power. That's badass, but pretty retarded. I also like Goku at the 22nd tournament having such a heated battle with Krillin, only to get manhandled by Tenshinhan. Goku however immediately hops up and says "Wow! You're different than the others! You won't die if I hit you hard!" and he proceeds to deal Tenshinhan a beating equal to if not surpassing Ten's former blitz, leaving both Krillin and Roshi with their jaws dropped.
A lot of the dub songs also qualify as good examples of what OP is asking for. Heavy metal in the Broli movie is strangely fitting although still hilarious, and everyone loves Rock the Dragon, but not for the reasons FUNi intended.
Another funny example comes from a One Piece theory I read recently. If you're not familiar, there was a timeskip, and the character Zoro returned missing an eye. An explanation has not been given yet, so people come up with theories, and one theory is that Zoro actually has both eyes, but intentionally kept one of his eyes closed for two years straight to further his training. The idea is that keeping one eye closed would certainly make fighting a lot harder, and when Zoro finally opens his other eye, he's going to receive a huge boost. Keeping one eye closed for two years straight in order to make fighting harder seems like the right balance of badass and moronic for the character.
