Depends how it's handled, but as many point out; war arcs tend to SUCK.

Naruto and Bleach's final arcs were absolutely awful; a string of inconsequential fights which whilst allowing the lesser known characters to show off, made the whole thing poorly paced and frankly no one cared about what the samurai in Naruto's world's backstory was. It wouldn't be so bad if they focused on the main cast but nope; here's a bunch of tertiary characters getting the focus that you can't possibly care about fighting a bunch of opponents you literally only just met too.

Fairy Tail's currently in the midst of a war so dull it's hard for anyone reading it to care about the events occurring; partially because all the good guys are one shotting their opponents more or less(classic FT) despite how 'strong' the opposition is, and partially because we're introduced to a villain one chapter and then they're KO'd by the next. It's impossible to care about the villains because no time has been put into getting you interested in them.

One Piece's Marineford arc worked not only because Ace died(in a series as averse to death as One Piece no less) as a shock twist, but because we knew a vast majority of the major players prior to the war so people were intrigued who would come out top between Buggy and Mihawk or Crocodile and Doflamingo.

Dragonball frankly can't do this as well because it has a nasty habit of murdering any and all possible opponents at the end of their arc. Best we can hope for is a Universe 7 vs. Universe 6 battle providing Champa keeps his fighters alive and well.

"Fuck."

Toei probably won't allow the budget for a war type scenario outside of a movie. Having hundreds of fighters on screen would be very expensive to animate and they always do things on the cheap.

Naruto's Fourth Shinobi War did focus on the main characters. The first handful of chapters focused on lesser characters (Konoha outside of Team Seven, foreign shinobi and the samurai), but the rest undoubtedly focused on the actual main characters, Team Seven.

I thought Naruto's Fourth Shinobi War arc was executed pretty well. The only part that was downright terrible was Ootsutsuki Kaguya stuff. Team 7, Sasuke in particular got a lot of good character moments. The cartoon in particular did a much better job than comic. Giving Yamashita Hiroyuki the most crucial episodes was the prime reason why I thought it turned out so well in the anime. He really is a genius storyteller.

Whether it was showing Madara's impact as the strongest Uchiha in #322 or Obito's wrath after Rin dies in front of him in #345 or the very important Kakashi and Obito fight in #375 and many more pivotal scenes. He nailed most of them.

Nigorikawa Atsushi directed episodes were also quite well told. To name a few, #339 Itachi's farewell is a personal favorite of mine. #368, despite not getting too much good animation it's storyboard and direction shows Hashirama and Madara's journey quite beautifully.

I think a War arc in Dragon Ball would be a great idea even though as many have pointed out Toriyama is not someone who is capable of writing something that grand, but even if he does somehow with the poor schedule Super is suffering from I don't think the staff will be able to execute it well enough.

I personally think a war story would probably be best to have in a video game than to have in the anime. Then, they can really go nuts with it.
