Most evil villain?

Simple.

Broly Or Freeza. Broly in a way had a choice, while freeza is just....well freeza. He kills people for fun, yet broly, destroys planets for fun.

Freeza may do the same but i dont know, what i do know is that HE DID annihilate entire systems.

Overall i beleave Garlic Jr. *shot* I mean Freeza is the Evilest of all.

Frieza has got to be number one. He had a choice, wasn't purely insane, and had control of other people's lives. After him then it's a close call between a few of the others.

Looking back, Freeza could've been made to be evil. I mean his dad was evil and through that influence, Freeza and Cooler could've been that way. I'm not saying he's a victim, but you can look at it like the whole nature/nurture thing...

Well, on that note all evil peoples have some reason they're that way... because meh, cause->effect...
Though the point is interesting... Was Cold a high-class Freeza that passed on his imperial spirit to his children? Was the Cold family always evil, or was it a modern thing? Hmm...

I guess that the Cold family is an old line of kings of a certain planet with similar inhabitants, but when they got in contact with the saiyans their empire grew and they decided to let their empire grow throughout the universe.
I guess that either the Cold family were the strongest in their homeplanet, hence the reason they were the kings, and their power descended with their bloodline, or they somehow lost all their people in their homeplanet and were left alone. This lead to their decision to conquer a new planet, and when they got their hands on a new planet easily, they just couldn't stop conquering.

About the evil part, I guess that because they were the royal family they were ruthless. Maybe their people were without rights and slaved to give food and gold to the royal family. I think that maybe the same thing happened to their homeplanet as happened to planet Vegeta, the inhabitants became a threat, and the Cold family blew their planet up = they were evil.

Just my 100 cents.

Future androids 17 and 18 are the most evil in my opinion, they killed and destroyed for fun with out empathy they hated humans with a passion, they sadistically tortured trunks and the other z fighters. where as frieza seemed to have a inferiority complex he seemed more focused on proving he was the strongest and just wanted to be the respected and decided to fear was the best method.

Eh well.
I myself think that while Brolli was the most evil, Frieza acted the part better. I think Brolli wasn't just a crazy maniac, I think he actually had some though processes goin on in that brain of his(In Movie 8, anyway).
Frieza did evil like a gentleman...until he got mad...and prideful.

Freeza's race was the strongest in the Universe and his family the strongest among that race. Seeing how fearful they were of people being as strong or stronger than them, I'm guessing they killed off everyone else rather than make the race their foot-soldiers. Otherwise, just use your own race as soldiers. Even the non-combattants were probably at least as strong as the Ginyu force.

Definitely Freeza! Everything he did was for his own personal amusement and gain. He even had no problem killing children for his amusement.
