This is how I graphically represent my point of view of the last saga power levels:

The length of bars doesn't follow proportions, they only establish which character is stronger than other, like a ranking
Colors represent power proportions between an individual character, that's why I included the lens symbol to make it more clear

Merged Zamasu does get a "I've never felt a power this strong, even from a god!" statement from Goku and Vegeta. Gowasu says the same thing ("What terrifying energy... I've never seen such a powerful light"). So does Kaioshin. Would that not indicate he is above Beerus?

That 10% line would indicate the same thing.

Neither Gowasu nor East Kaioshin have felt Beerus's FP.

We don't know that either, Isn't Beerus a 70 million years old being? In some point he could have the need of using his full power, but it's arguable that he was strong as the way he is actually, after all he didn't born with such power, he was trained by Whis

These things never make sense. With the Potara fusion even if you just add vegeta + goku that alone, according to your chart should put them well above Beerus. Second, Merged Zamasu was a lot stronger than people give him credit, and there's no way I'd put trunks that high. Just my thoughts. I like the chart though.

Merged Zamasu seemed solidly stronger than Vegetto. They directly clashed with their fists, head on, and Zamasu overpowered Vegetto.

Excellent list except the bolded parts.

I don't think Fusion Zamasu's battle power changes when he transforms.

"Zenkais" died with Namek. Besides, be sure to carry a flame shield if you say Vegeta isn't stronger than Goku on YouTube. Guys over there are claiming that Vegeta can beat Kaioken x10 Goku because Kaioken apparently doesn't count.

To me, Goku seemed able to keep up with Vegeta when Goku Black used his scythe (Anger Tapped). I never understood the Zenkai-thing stopping. Maybe when you become a Super Saiyan zenkais stop? But there's no evidence that they stopped. Zenkais just haven't been spoken about.

Do you think the Father-Son Galick Gun should be equal to the breaking arms Kamehameha? Anything else need to change?

He did not. If you watch the scene closely he lowers his arm to open up Vegetto and hit him. Afterwards (even while powered up) Zamasu can't even do that again on the second clash.

Well, he wasn't mentioned to have grown any stronger... that's all.

I honestly think that Goku's life risking / limb sacrificing Kamehameha was beyond anything Vegeta could manage... without sacrificing something himself.

Were we supposed to believe that present Zamasu and SS2 Trunks were stronger than Super Saiyan God? Because that really doesn't feel right, at all.

I don't check power levels and am no expert, but zamasu being stronger than SSgod is pure, utter, mega, super bullshit..

If it is, by any chance correct, supers power scaling is really down the drain

In BOG arc, we saw this:
SSJ Goku (absorbed god power) and was still fighting Beerus.

In ROF arc, we saw this :
Base Goku = Super Final Form Frieza > Super Frieza first form > SSJ Gohan > Piccolo ( > C-17 > Final Form Frieza in Z )

In the party after U6:
Base Goku fought against Monaka Beerus.

In Potaufeu arc.
Base Copy Vegeta > Ssj 3 Gotenks.
And Base Goku fought against Base Copy Vegeta.

And in Trunks arc:
Base Black was also a monster.


I don't know how strong their base is, but it must be pretty strong.
And Present Zamasu fought against Ssj 2 Goku.

Unless you believe that the Super Saiyan Goku who fought Beerus and actually surpassed Super Saiyan God is stronger than the Super Saiyan or Super Saiyan 2 Goku after that fight and after he'd trained with Whis and Vegeta then Zamasu and Trunks would have to be stronger than Super Saiyan God.

I really don't see any problem with Present Zamasu being stronger than Super Saiyan God. He's a god, a prodigy Kaio who's stronger than all Kaioshin, it isn't really that hard to believe that he would be stronger than Super Saiyan God, especially when we have the likes of Hit, a mortal who's in the level of Super Saiyan Blue.

Base Cabba being stronger than Super Saiyan 3 Gotenks, that's the one that is hard to swallow. That really just doesn't seem right. And Trunks being stronger than Super Saiyan God too. But considering that seems to what was shown I'll take it.

I still blame Toriyama for all of this. It seems that he retconned Goku and Vegeta's power in the Champa Arc, ditching the super strong bases. But didn't give them a memo or write stuff about it in his script. Causing a mess at Toei, who didn't change some stuff that was established in the movie, such as Goku absorbing the Super Saiyan God in his fight with Beerus. Toyotaro probably realized this, which is why he completely removed that from his adaption of BoG Arc.

Anyway, I made a chart based on what was shown in Super. There's some things in it that I'm still not sure and would likely change, and some that I really still not sure about so I didn't include it, such as the Super Saiyan God.

Wrong. Vegetto was outclashing him for most of their fight. Even mocking him, and was about to finish him off were it not for the fusion wearing off. Don't let that one short scene where he voluntarily lost throw you off. That's just the lazy Goku part of him who apparently likes to hold back enough to lose.

It does kinda seem like Toriyama retconned his power levels from Resurrection F to Super. Perhaps it was done so he could bring back the original Super Saiyan forms or something.

He has kinda changed his mind a bit when it comes to the Super Saiyan forms. After Battle of Gods but before he thought up Resurrection F he said that Goku probably wouldn't use Super Saiyan 2 or 3 anymore. He also said he could get stronger by increasing his Base and Super Saiyan power.

Then apparently Super Saiyan Blue was just supposed to be his Super Saiyan now after absorbing the power of Super Saiyan God. Then that idea went out the window with the Universe 6 saga and that made it more complicated.

So he could have retconned it, the manga might be closer to Toriyama's power scaling but the anime just continued on with the super strong Base for Goku. If Toriyama did change his mind you'd think the anime staff would have been made aware of it though.

Out of curiosity, how is possible to know if Toriyama has any idea about how strong the characters are supposed to be? Isn't it better to attribute that work to the ones who actually write the episode/chapter?
