Is plot the #1 reason why planets don't get destroyed?

Is plot the #1 reason why planets don't get destroyed?

Let's say person (a) is well established by feats [Kid Buu destroying planets] and through statements his Ssj3 tier. Let's conclude that Cell was telling the truth [in Cell arc that he has gathered enough energy to destroy the Solar System]. Let's also assume person (b) has the same feats and statements as person (a).

My question, now if person (a) releases his ultimate finisher that is intended to finish person (b), but he dodges it and the blast hits the earth and it barely destroys a city.. how do you rationalize it? Plot or that person has control over the blast?

It's ki control and attack potency it happens in other series/ works of fictions as well

Its ki control though it always seemed like it would be really easy for basically anybody post Freeza to take out a planet whenever they felt like it. Which we actually saw in RoF before Whis reversed time.

Also I find it odd that Vegeta could control his self destruct. I guess it makes sense since they don't seem to keep conscious control over all of the energy ball attacks either so they must be able to set blast radius before the attack explodes. But still it just seems like blowing yourself up would make it hard to control that.

they cant planet bust without hitting the core.

nah ,its mostly ki control and a little bit of plot imo but what i dont get is why were the zfighters and cell scared when goku was about to fire the kamehame in earth's direction when they all know ki control?
also it was supposed to blow up earth yet the actual explosion was not even mountain level.

While its primarily plot it is also to do with ki control.

The reason we see Frieza doing so much planety damage even before the Death Ball is because he cannot fully control his final forms power and he dose not care about Namek in any way once the dragon balls are gone. Cell dose not do this because he wants to enjoy his fights and Buu likewise holds back because he wants to play. Another example is the universe damage cause by Beerus and Goku, once again the reason that happened at all is because Beerus didn't care and Goku had poor control of his new god ki. One he mastered it that kind of thing should not happen again and thats why it never has. Beerus and Champa's little clashs are a similar thing, the pair get so worked up that they let their Haishin ki get out of control.

It's basically like the OP said. The plot comes up for reasons why the planet (or now in DBS, universe) isn't destroyed whenever you would think it would be. There was even the part in the Goku vs. Beerus fight where they lampshaded this directly, Kibitoshin asked why the universe-destroying shockwaves weren't being generated anymore and Rou Kaioshin said something like 'because it's just a fight'.
