While he didn't accomplish his mission, he still had the intention, while guiding two aimless cyborgs with him, to murder Goku. It's a tad villainous despite how polite he was about it.
I would think conspiracy to murder is as serious a crime in Dragon World as it is in reality.

Alongside the additional detail I mentioned and elaborated upon. I'm not attacking No. 16, if you think that's the situation here, but I'm not going to turn a blind eye towards his open desires either. It's far from okay and doesn't absolve intentions he didn't drop at any point in the story. It's okay to group him within the villainous Artificial Humans despite how relatively minor that element was in the end.

In a story having ill intentions doesn't make you a villain, what you do and your role in the plot is what effects your status. Any time 16 actually does anything that isn't sitting on his ass, it's helping the heroes. He never does anything insidious, nor anything evil, he only says the one evil thing he wants to do at one point. By that token, his initial role in the story was to murder Goku with 17 and 18. Their roles definitely transformed within the arc but it's not outrageous to note how the three Artificial Humans debut as the clear antagonists. The narrative painted him as peaceful aside from his main goal but we're never led to believe he would give it up. That is his introductory status, as you would put it. Cell interrupts everything developing from that front. He's a common enemy shared with Dragon Team, which is a standard element in storytelling for banding opposing forces together. The narrative drops the subject, but the character doesn't. The criteria cited for this project places him comfortably in this umbrella with his antagonistic group. Again, this isn't an attack of No. 16's character more than it's acknowledging he wanted to do bad things, too. Dragon World is not above letting its characters perform similarly in nature while simultaneously being in the right for the sake of the protagonists (see Piccolo & Vegeta: And this is not a challenge of the minutia, but a means to address moral inaction occasionally being depicted in the story).

#16 was just a big of a threat to the main character (Goku) as the other androids, especially right after his introduction, and he actively searches for Goku to kill him. It's not action that matters, its intent. 16 wanted Goku dead. It doesn't matter if he was just going to watch, or he was going to be peaceful for the rest of his days after Goku is dead, by his hand or the others. But 16 was against Goku. Thus, 16 was a villain.

It's not an issue of action versus intent, even. #16 actually searched for Goku to kill him. And when he started searched for him with the other androids, Cell wasn't even introduced, so, at that point in the story, together with the other androids, he's not even a secondary villain, but one of the three main villains.

I'm sorry but... no. Piccolo is way too high on the list. He was a carbon copy of King Piccolo and lasts a villain for one tournament. I mean, his fight with Goku is fantastic, but as a villain, he's really bland.

I feel like his character development later on does push him higher up. Vegeta as a villain is pretty bland initially, but no one ever brings that up because he's so interesting from that point onwards.
I could have gotten into anything...and yet I chose the story aimed at young Japanese boys about martial arts, and later about super-powerful aliens punching each other really hard.

His stint as a villain was less impressive than his father's, but left a much bigger impact on the series than other villains lower on the list. This top 24 villains list that TFS has been doing has made me realize something...the franchise should have a more sympathetic villain for a change, rather than the usual cackling narcissist who throws a tantrum when things don't go their way. Having a villain who's evil just for the sake of being evil is perfectly fine, but it's been done to death with Dragon Ball by this point.
Baby and Zamasu in particular seem like missed opportunities, since they both had motives that could've potentially made them these complex Magneto-esque characters, but instead, they both were your typical ill-tempered maniacs who liked to brag about their accomplishments, and were basically only out for themselves. I don't dislike either of those characters as villains, but it kind of felt like a waste of potential.
