Considering that, it seems like he planned on growing stronger. He just didn't think SSJB would be so powerful and underestimated Vegeta. So it seems like a different take on what Black said during the anime, though it's taking longer for him to get stronger rather than almost immediately.1

We never saw Black like this, because he was always the strongest in the anime, and even when Goku, Vegeta, and Trunks would finally overpower him, he would still keep growing even stronger & surpassing them. Toyotaro didn't change Black, he just placed him in a different situation; Black isn't the strongest. now that I see how the manga will end, I am a bit angry at the anime. why give trunks so many bullshit powerups that the character is now hated in the eyes of the fandom, why make goku look a complete dumbass 3x as a plot device, why bring back things from the past ruined them and just throw it away.
I still like the manga better honestly, yeah it's rush and leaves out a lot of details as well as has consistency problems of its own, but many things the anime did, that I watched nearly rip the dragon Ball fandom apart aren't present here.
the anime has some highs but for many that doesn't make up for the inconsistent quality you get with these episodes. whether it be writing, animation or the characters themselves.
at this point, if you don't like either, it be best to drop it as neither will improve

At least Black's power is more consistent in the manga, as in the anime, he goes from being very hurt from SS2 Goku to flat out tanking SSB Vegeta's attacks, then overwhelming Goku, Vegeta and Trunks then to being dominated by Vegeta before fusing. To be clear, Trunks said that Black was about as strong as Super Saiyan 3 Goku. Black purposely matched his power to Super Saiyan 2 Goku so he can enjoy the fight and get stronger. Also, the reason he got so damaged was because he was being pulled back towards the time portal and distracted by Trunks' Time Machine.
