He was only enough to kill a Saiyan baby in the Jaco manga, I doubt much has changed. He's probably similar to pre-Z Tenshinhan, Yamcha, or Kuririn.

I'd say he's as strong as Master Roshi. I'd say they're both as strong as Nappa was.

Jaco doesn't seem capable of using ki. He can't fire blasts, he can't fly, etc. He could be rivialing the weaker characters from the Z portion of the series, like the humans, in terms of purely physical strength by the time we get to "F", but I wouldn't expect him to be winning any fights against them when they start manipulating their energy to augment their hits and stuff.

We can't tell. I have him at 2K to 3K. Enough to defeat a whole batch of Frieza's soldiers.

Freeza's army had sub-Raditz-level soldiers before, so I don't see why there wouldn't be soldiers below that level now, especially with the statements that the army is weak compared to back in the day. There were some on Namek that Gohan and Krillin beat easily when their power levels were less than 2000...but he was beating hoards or guys from Freeza's army ... even the worst of them should be stronger than that of Raditz , wouldnt they ?
Also, Raditz himself wasn't the weakest Saiyan in the world or anything -- he was probably average or even a little bit above the average lower-class Saiyan by the time we see him, since he was going around fighting alongside two elites for a while and probably would've had to get stronger to keep up at all. He only seemed weak in comparison because he was a fairly typical low-class warrior and the only other Saiyans we saw enough of to compare him with (Nappa and Vegeta) were among the strongest of the elites. There's no reason that Freeza's non-Saiyan soldiers MUST be above Raditz's level.

He backs out of fighting Freeza Army reserves in the ROF retelling and unlike in the movie, he actually doesn't lift a finger with the exception kicking random Freeza Army muggle who already on his last legs.
So I'd say he's on par with someone like Master Roshi or Yajirobe.
