The only mechanical parts that #17 & #18 have are their deactivation devices & bomb devices. The rest of their modifications are organic, even their infinite energy reactor. We aren't told anything, nor was it ever hinted, that he is the creator of the universes (unless if I missed something?). The fact that even Zeno is affected by alternate timelines makes me think that there's one above him... The truly One Above All and the one that creates Universes. At this moment, I consider Akira Toriyama, basing on Daizenshuu 7, but if there's indeed someone above Zeno, most likely it'll be someone else.

Are you kidding me? In the Cell arc, Goku even says himself the the Saiyans, Frieza, and Cell were ALL caused by him. And now in Super he was the reason Beerus woke up, he was still the reason for Frieza, and he was absolutely responsible for Black Goku.
