Here's something that's been confusing me for some time. After the Cell Saga, when chibi Trunks first goes SSJ while in the gravity chamber with Vegeta, his hair looks like Future Trunks' SSJ hair when he first shows up and kills Mecha Freeza. But as the series continues, chibi Trunks' SSJ hair begins to change, looking kinda like Future Trunks' hair while in "Ultra SSJ" form. Here's some manga scans to illustrate my point (no pun intended):
So, is it ever confirmed that chibi Trunks ascends SSJ and thus changing his hair?

I think it's just Toriyama's adjusting how he draws Chibi Trunks. He looks a bit rough in the earlier chapters, but later on you can tell Toriyama got into the groove with him and Goten.
I do the same thing with characters I design. I have an initial appearance for them. It may not necessarily change dramatically, but over time, I do figure out little nuances and additions that just make the character look and feel better. Toriyama seems to be no different, and managed to tweak Trunks' SSj hair over time to something he was comfortable with. Besides, if Chibi Trunks' hair (SSj or otherwise) looked exactly the same as Mirai Trunks' it'd be boring.

That makes sense. You can especially tell around when Majin Vegeta gets rescued by Goten and Trunks. His hair starts to shift between both hair styles

I've seen the same thing in the Anime as well. I guess the other style is like the Full Power Saiyajin Level that Goku and Gohan can go to.
I personally prefer the second one. Though, it might look a bit different in the Anime. I just know I liked how his hair looked during Goku's Super Saiyajin 3 Transformation.

If you want an in world answer it could be possible that the hair is switching styles because of the wind shifting it around from the aura.

But, many times he's standing still, no wind in sight, with his hair standing totally up in one style or the other.

He just played around with a couple designs for Trunks' SSj hair until he got comfortable with one.
Take it from me, another artist, on this one. I can relate to it.

Getting back on-topic, I first noticed this in the anime episode when Trunks is watching Goku transform in front of Babidi and Buu. At first, I thought it was just the "good animation day" taking the liberty of changing it up with Trunks' hair, until I saw the re-run episodes when they aired again on Toonami. Those were the days... back when if you wanted to watch DBZ on TV, you got it no questions asked

If you look at the aura, he's clearly gone to a higher level of Super Saiyan power (not transformed, but like the Full Power state used by Gohan and Goku during the Cell Game.) so the hair may or may not be going along with that. Take your pick?

He's at max strength. The second pic is when he and Goten fuse for the first time as SSJ Gotenks. For an in-world explanation, the wind suggestion of NeptuneKai's makes sense, as Trunks' aura being at max would be blowing his hair about. Also, note that a month has gone by between the two pics, so Trunks' hair is a bit longer in the second one.
The real reason, however, is just artistic style change. Toriyama came up with a style preference by the time the second pic came out, which was months after the first one (4 tankoubon apart).

IDK..Toriyama was pretty specific with the auras..especially in the Cell Arc when the ascended form was used. I'll bush that off as him drawing Trunks and Goten powering up in a certain way.

Toriyama was just inconsistent with hair styles in that saga. Gohan SSJ's hair style also changes between the training for the tournament and Videl's defeat. The change is similar to Trunks', in the second case, there are a few bangs falling on his face, rather than everything straight up.
Even SSJ3 changed a bit- In the cover of the chapter Goku faces Fat Buu, he clearly has eyes with pupils, unlike other SSJ forms, and his clothes are drawn completely white through the chapter, even the blue parts, which usually are black, but later those features change to the basic SSJ traits when Gotenks becomes SSJ3 and when Goku uses it again after resurrecting.

The blue parts only became lighter (grey), actually, not plain white.

In any case, it was probably meant to show that the higher SSj levels emits progressively more light - this would also mean higher energy consumption.
As for Trunks' hair style: I agree with that it is emphasized that the two Trunkses are different. At least we know that Chibi Trunks does not go to USSj 1 or 2.

To be honest I'd have to see the muscle expanding quite a bit to be convinced of Ascended Saiyajin for Chibi Trunks, I mean besides the hair he looks pretty much the same.

It's because he's not ascended in the second pic. As I mentioned earlier, he's going full power (or at least much as he can in regular SSJ1 form) so as to fuse with Goten into SSJ Gotenks. Meanwhile, the first pic is just for the sake of effectuating the transformation. As for hair changes, it's had a month to grow out.
