Well, Toriyama was a little tired of Dragon Ball but the fans did want it continued, so maybe he gave Toyble permission to get fans off his back. But it is entirely guessing...

I doubt it, it's probably just published like any other doujinshi out there.

Incidentally, those custom figures are pretty good. I love the Turles one with the tree.
