Quite possibly the dwarf god is of Universe 10..
The god he seems to be based on is a protector of good and demolisher of evil..
Zamasu, the future creator was an evil corrupted god who should have been good, and the god of destruction should be 'evil' but he is the protector of good..The ending song evil angle and righteous devil also kind of fits with this logic..
On a side note, the first time I saw the god of destruction's design, I was not pleased, it grew on me quite fast! But the angle, that is still quite an eyesore

Yes, I agree. The Gods of Destruction should have some variety since both the Kais and Kaioshins are of the same species, Shin. It would have been too bland to have them all based on just cats. The anime also straight up ignores Toriyama's notes even when they are are in black and white. So yeah a small detail like that could easily have been omitted by the anime.
