After F. Trunk's first visit, it took three years for a SSJ to be able to defeat C19 and Piccolo to be able to defeat C20/Gero. After encountering the non-depowered C17 and C18, then the arrival of Cell, our four saiyans take a day to get their year long training. Vegeta and son come out clearly stronger than C17, C18, and second form Cell. Gohan came out super saiyan'ed. He and Goku developed the relaxed super saiyan.

If they would have had four years between Trunk's warning and the arrival, would these levels have been achieved? How much of this was only possible because of the proper motivation from encountering C17, C18, and Cell.

Goku simply didn't get the idea of finding a level beyond Super Saiyan until he recovered from his heart virus. Training in the real world also wouldn't be nearly as effective as the spiritual and physical conditions offered by the Room of Spirit and Time. Overall, if they had four years rather than three, Goku probably would have just powered up normal Super Saiyan as much as possible before hitting a complete brick wall in the form's energy output, so I guess he would have been slightly stronger but not much.

Gohan probably wouldn't have transformed without Goku's post- heart virus wisdom. Piccolo is the only one who would have grown stronger, but at the very best he'd end up on par with Goku and Vegeta.

Then there's Vegeta. You have to look deep into his motivations at this point in order to get your answer. Personally, in my interpretation, Vegeta had achieved his dream after transforming. He was at possibly his most arrogant, thinking himself actually unstoppable. That's why his defeat at 18's hands was so utterly crushing, and why he was forced to adapt and decide to find a level beyond Super Saiyan. But in this timeline where the androids don't show up for another year, I feel like Vegeta wouldn't want to just wait. He'd go challenge Goku. And he'd probably win, considering Piccolo's comments. What happens after that is anybody's guess. Maybe he spares Goku because he's still interested in fighting the androids to prove Trunks wrong?

Please refresh my memory. It's been many years since I've watched the normal series and have been getting fix through DBZA. What are "the spiritual and physical conditions offered by the Room of Spirit and Time"?

I believe conditions become more harsh when you wander out further as well, though maybe that wasn't in the manga.

Nah, in the manga, while Goku does state that the temperatures can change randomly and drastically, he doesn't indicate that any of the other conditions change, or that they do so if goes out some distance from the entrance.
Goku: “It’s pretty tough. The air temperature changes from 50 degrees all the way to minus 40. It’s a completely white world where the atmosphere is only about 1/4th what it is on the Earth’s surface, and gravity is 10 times greater…”

I'm not sure, because the events of the arc inspired the characters to train in a certain way and their methods were effective.

They had no idea how powerful theire enemies were. Goku figured he'd just need to train regularly while pushing Piccolo close to his level, and Vegeta figured he just needed to become a super saiyan. At this point, the super saiyan was the pinnacle of power in the universe so training to surpass the super saiyan was possibly never considered. They could have trained like this for 10 years and still not surpass 17 and 18.

Only when they went inside the RoSaT was when they went with the sole purpose of surpassing the super saiyan form: Vegeta did it by uncovering the grade forms, Goku figured it out for mastering the transformation. If Goku and Vegeta knew exactly how strong they were, they would have trained with a different mindset - although vegeta meant to surpass the androids and Goku meant to surpass Cell.
