Good lord, no. Surely not Vados. Vados is missing one or two bangs for her hair to be sexy enough in my opinion. And Vados is probably not even a woman but only as female as the West Kaioshin once was said to be - so basically "looks like but is not". Though I think the angels actually have genders.

All females in super have little boobs, but it's the new design (everybody is taller, skinny and almost no boobs).

And she is a woman for sure...She has a father, and they have genders (Whis is a male and Vados is female, so angels have genders and parents like us). Kaioshins are completly different, they born from a fruit.

And finnaly I do not think C18 is the most beautiful. She is cute, but in a normal way. Generic blonde hair, cute face but her forehead is too big and her head is really big for her small body. Her personality is a copy of Blonde Launch (which is way more beautiful than C18).

Vados, in another way....She have an amazing beautiful face with everything in perfect proportion. Beautiful eyes, forehead, mouth, hair style...Her voice is, by far, the sexiest in Super. Her body we can't see much, but she is really sexy, tall, her personality is unique too. I can't see C18 wining to Vados.

In my opinion Vados is the N 1 (I know that Harley angel can be in her level, because she is Vado's Doppelgänger). And, the other girls, I can see only Blonde Launch, Mai (from old dragon ball) and Maron Chan at Vado's level.

The only different race in DB is the Namekian. They have a father, but we saw how they have child in Piccolo's arc. Majin is a "race" from a unique being. I really don't know if it is really a race.

Angels have various interpretations and I guarantee you Toriyama-san did not read the bible for them. I would say Goku's comment about Whis shows that they are still not what you would expect.

Freeza has a father + got a very ambigious comment about that so we still do not know how they reproduce, consist only of males or are only treated as such, etc. I am happy about every race that does not just look like it but if they are we cannot do anything about it. Dragon Ball is so unpredictable that in an interview Toriyama-san once was asked if there are female Saiyajins.
