Yajirobe of all people didn't learn how to fly and he's been much stronger than Roshi ever since he was introduced.

It's simply not in his interest. Remember even in the beginning of dragonball he was retired as a martial artist.

I definitely think so. He's gonna be a disadvantage, because I'm certain at last 90% of the fighters at the tournament will be able to fly.

But no seriously I bet you Roshi knows how, he just doesn't do it for one reason or another. Perhaps it's in-line with his Drunken Boxer style of never revealing anything?

Roshi probably has learned to fly already. Or at the very least he won't be pared against strong flying enemies in the tournament.
