Yes, I know that. But story wise Frieza should be above Watagash. Frieza was confirmed to be the strongest mortal in the universe pre ssj by multiple characters. Sauzer's status as leader is unrelated to his Battle Power, a figure which is around the family tree of his peers. The rare moment in which the trio acknowledges might among each other is when they're praising Coola. Aside from that, they don't place much importance with comparing their skills as you implied. I completely addressed the battle beforehand. The apparent outcome available to the audience is Piccolo's almost-unopposed victory, when all factors are considered. He held an advantage so great that he was able to tango with all three soldiers at once & forced Coola to save one of his men. It's probably more accurate to claim your refusal to accept Dore's Battle Power in place of personal formula preference, a full-powered figure which doesn't even break a Scouter. It bears repeating that his reading is not the sole factor for his combat mettle.Salza was the learder and bad guys tend to care about strenght. Not to mention if you watch the fight it seems to be pretty clear that Salza is superior. There is literally no argument for Dore being stronger.
As for Chi-chi's number. Being 130 isn't impossible, it's just unlikely. I don't think she got nearly that strong. That would put her above 21st Goku, and I doubt she could throw cars or tank bullets, which is something pre Roshi training Goku did.
Chi-Chi is proficient in Turtle School martial arts, which is a class above Goku's level during the 21st Tenkaichi Budoukai. Goku's ability to withstand most firearms is credited towards his Saiyan body. If necessary, Chi-Chi & other human martial artists require their own exertion to counter firearms. I also addressed how Kuririn is a class above Tao Pai Pai's aptitude. The story arc which read his Battle Power demonstrated Goku & Piccolo before him could freely amplify large pools of ki. As a particular genius with ki, capable of similar prowess, there's small doubt in Kuririn's techniques overcoming the assassin without issue despite a standby four digit difference. The Battle Power figures aren't be-all, end-all conclusions of victory. That's grossly disregarding the guts of a fight in favor of simulation. Two martial artists aren't required to possess similar accomplishments to match one another in a bout. At that point in history, the development of ki control shifted the placement of fighters. Some individuals weren't making the jump, stuck in their limited usage of ki enhancement.

Managed to hold Cell's 2nd form for several minutes.
He did better against the Cell Juniors. Kuririn was humilitated.
Managed to deflect Buutenks blast.
It's implied that Tenshinhan never ceased his training.
Cons:
Yamcha's statment in the WT. I don't give it him much credit. Also, we don't actually know for sure that Tenshinhan is a human.
Kuririn got his potential unlocked. But Tenshinhan trained with Kaio for several months.
If I have to measure, power-level wise:
Tenshinhan - 170k
Kuririn - 150k
Yamcha - 120k
Chaozu - 70k
Roshi - 10k

I'd assume that since Tien has been slacking off in his training, Tien hasn't necessarily surpassed him in strength, but most likely in skill. Yeah, but it's not like Tenshinhan was guaranteed to make any huge improvements during that time. Without doing anything special to shake up his routine, Tenshinhan's growth would probably start to stagnate. If Kuririn had too huge of a gap over him back in the Cell Games (very likely after having his potential unleashed on Namek), then Tenshinhan would be hard-pressed to match it with regular old Earth training. Been trying to think of a good match up for Goku and came up with this.
Goku vs.......Mongul!


Background:
Goku feels a strange and powerful ki while training with Whis and goes to investigate. Teleporting, he finds himself on Warworld, a giant, planet sized space weapon and comes face with the tyrant Mongul. Mongul and Warworld have come to this universe due to a tear in the fabric of reality. Goku can sense that Mongul is not a good person but eagerly wants to fight him. Mongul was initially shocked and angered at Goku's sudden appearance but he can also tell that Goku is a warrior and strong. Mongul loves combat himself and decides to humor the saiyan, not only for the fun of battle but also to gauge the powers and abilities of this universes life forms.
Setting:
A Warworld gladiator arena with a barrier over it to stop stray attacks or Goku flying to high. However it is high enough for Goku to fly around mostly unimpaired.
Edit: the fights battle ground is only the starting point, it can escalate beyond the arena if need be.
Mongul's Powers, weapons and Skills:
Super Strength: Mongul had physical strength greater than Superman (said to rival Darkseid); Superman was only able to beat him in a fight once, while Mongul himself overwhelmed Superman numerous times. Mongul has also beaten Hal Jordan, Supergirl & Martian Manhunter with just pure brute force and broke out of inertron; the hardest material in the universe with ease.
Super Durability: Proven tough enough to take heavy blows from uninhibited Kryptonians, Amazonian Demigoddesses, an artillery barrage from yellow lantern's and survive impalement from on a New God's blade
Super Speed, Stamina, Agility and Leaping are all on a level that lets him keep pace with Superman. He cannot fly however.
Regenerative Healing Factor: to an unknown degree, Mongul has shown to be capable of recovering from a great deal of physical trauma. Such as getting dragged upon the rough metallic surface of war world, being impaled on sword and seemingly much worse.
Heat Vision:

Tactical Genius: Mongul was also a very intelligent and cunning foe capable of using the hatred, anger or underlying aggression and negative emotions of others to serve his purposes.
Psychological Mastery: Mongul is, was and forever will be a master manipulator of conscious and subconscious minds. Able to incorporate incredulous fear tactics in order to move a populated planets ruling powers, citizenry or even national armies to his advantage.
Expert Combatant: Mongul was also a superb combatant able to take on entire teams of heroes alone and still come out on top.
Amoral: Mongul has total lack of respect for life. He had little to no respect for other beings' lives and would do anything to accomplish his goals, even destroying entire worlds.
Chest Cannon Module: He usually has an armament affixed to his broad chest that can discharge destructive energy waves to which he can incinerate even the mightiest of adversaries.
We will not be including the Black Mercy or Yellow Power ring.
