King Vegeta...
Does King Vegeta appear in the original manga just for a panel? I suppose he appears mentioned by name, but can we see his looks in the manga?

No, his first appearance in a manga "canon" is Dragon Ball Super.

If you count the BoG movie as canon (at least before Super) then Vegeta Sr. was already made canon there.

No, King Vegeta is mentioned when Freeza is talking with Vegeta right before the former starts to transform for the first time.
The lack of appearance despite there is a mention is enough to make a character canon as far as we can tell. Therefore, the same goes for Kaioshin of West, Kaioshin of North, Dai Kaio, Kaio of East and Kaio of West.

I know ultimately he was also drawn by Toriyama himself for TV Anime Guide: Dragon Ball Z Son Goku Densetsu, but Toriyama could have decided to not follow his looks from the anime.
