Well the intent is that Super Saiyan makes 2 and 3 pointless by getting its multiplier boosted, that is what the original rules were going to be until Blue and Super changed everything.

I've been thinking of a good compromise for that, making Blue a final evolution. Once SS' multiplier hits a certain level, it turns Blue signifying true mastery of the form and God Ki in general. I probably won't use KK cause that's a whole can of worms I don't wanna deal with.

I doubt I'm gonna include Hit in the next Gods Wrath stuff at all, if I do, I'll rework his power set.

So, how do you guys decide on where your story should start in the initial chapter? I've been racking my brain trying to figure out where to begin and out of the ideas I've got, none of them feels right.

Alright, came up with some moves.

Ki-Blast Clap
The user fires their usual Ki blast to the side of their opponent, before dashing out of view and punching their attack, knocking it into their opponent. Increasing their attack speed and catching their foe off guard.

Kameha Uppercut
The use prepares a Kamehameha in one hand and charges their opponent, squatting down, closing their fist over their blast and slamming it into their opponents face.

Spirit of Rebellion
The user channels the energy of others into their energy construct, before throwing it like a javelin into their opponent. Acting like a piercing version of the spirit bomb in a way.

Crystal Barrage
The User puts forth a crystal column from the ground, kicking it apart and sending the sharp shards into their opponents with only their feet, the shard acting like ki covered projectiles.

I thought up a variation of Kamehameha myself. The basic concept being that the user keeps the Ki charged into their hand(s), stores it away elsewhere (possibly with a Kamui-type ability, also akin to Hit's Time Skip), then releases it in front of the opponent at one precise moment.

During peace time, or some training session is pretty nice.

True, but when you've got between 3-5 POV characters, it's kind of hard to pick which of them to start with.

Think my next fanfiction is going to be a Cell-based one about a tournament in Hell where everyone's power is set to equal (done by the Gods), in which the winner is allowed to return back to the living. Just have to think of a way to make the setting work, why the hell would they allow this?

All my works intentionally or unintentionally end up being "sequels", so I don't really have this problem. Dragon Ball Z Reborn starts as if it's just another episode of Z put directly after the last episode of EoZ.
I guess that if something like that isn't an option, you can start out with the "something dark is growing" kind of mysterious villain backstory and then cut to your main characters doing what they do best. It's cliché, but it does the job, and it can be put pretty much anywhere in the timeline. If that's not an option either, since it's based on someone's backstory, then perhaps starting at the very beginning might be what you want.
