My take on Goku and Piccolo's power level throughout the years (Before the 23rd Budokai), and my interpretation of the "several times" conundrum.
Oh and there's also Yajirobe, Cymbal and Tambourine.

It fits in pretty easily if you assume Piccolo meant a full powered/ amplified blast when he was talking about his power level.
Also, I like to substitute any value between 2-2.5x for "several times" since we don't have much leg room and the wording is vague enough as it is.

Besides, I didn't interpret the Yajirobe and Cymbal fight as them being distant rivals, rather, it just seems Yajirobe was a late-starter and killed Cymbal quite easily after he got a bit serious. I'd say he was more of a rival to Goku instead.

When I finally get down to revamp my power levels, I'm gonna use that amplified blast idea to explain the "less than half" conundrum. It makes a lot of sense.

I also interpret that instance as Yajirobe being close to Goku rather than being Cymbal's tier. After struggling a bit, Yajirobe admitted he was just doing his exercise, to which he easily dodged Cymbal's chi attack and one-shotted him with his sword.

I don't think that's possible. Tien is 250 in DBZ, and is obviously stronger than his 23rd Budokai counterpart. That Tien is confirmed to be stronger than Young King Piccolo, as Tien was able to surpass with his speed to a Weighted Goku who was equal in speed to Young King Piccolo. I'd say King Piccolo is still above the 206 number of DBZ Krillin, and both could make a very good fight.
About Old King Piccolo's strenght, I think we shouldn't take that "less than half of his power" for Old Piccolo. Also, since Roshi was 139 on DBZ, that means that 22nd Goku and Tien are above that. And Old King Piccolo has to be much stronger than that, but weaker than the 206 of Krillin. I'd say Old King Piccolo is around 180.

It's honestly extremely difficult. Tao says he became many times stronger as a Cyborg as well, though it's not all that hard to fit in since there's 3 arcs in between. Doing it with the official BPs of 10 and 416 for DB Goku and Z Goku is impossible, it's barely possible if you make his Z power level 924 if all of his other gains from training are trash, though. Interestingly, this also explains a lot of things like Piccolo saying that if everyone at the Budokai ganged up on him, they still wouldn't be able to do anything even though he was exhausted. Tenshinhan was slightly above Divine Water Goku and Kami was far above Post-Zenkai Divine Water Goku, so if the gap was small this statement wouldn't make sense, but with Piccolo being so much stronger it actually fits.

Maybe he hasn't fully mastered his ki control. The point is that given all of the power statements given back in DB, Z Goku has to be nearly ~100x stronger than beginning of DB Goku.

Also, Vegeta who was at 18,000 had a clear advantage over Kaioken x2 Goku who was over 16,000, that's only ~10% if you take into account the over 8,000 line, even if you assume he was exactly 16,000 it's still only 12.5%. And he easily killed Dodoria who was at 22,000 while he was at 24,000, less than 10%. Raditz' power level is stated to be superior to Saibamen by Toriyama and some guides, though the guides place him at 1,500 which is a bit too high. Anyway, even if he's only at ~1,300 that's more than enough to completely outclass Goku.

I have the original Fat Boo at slightly over twice as strong as SS2 Gohan, and a little under half as strong as SS3 Goku's full power. Given how Fat Boo probably lost over half of his original power when he split into good and evil halves, Mr. Boo is now low SS2 tier. He lasts longer against Pure Boo than Vegeta, but, given who Vegeta seemed to dish out more damage in the limited time he lasted, I chalk that up to Boo's regeneration.

Well, I remember Frieza stated that Zarbona and Dodoria could defeat someone with a 24,000 level of power only if they work together.

Also, Goku was completely shocked by Raditz's power, he also said he was on a completely different level, and Piccolo and Goku even by working together couldn't defeat Raditz at all. I mean, the statements in the manga want us to tell that Raditz was completely above Goku and Piccolo's league. Unlike the differencies in power such as Kaioken X2 Goku and Vegeta, Dodoria/Zarbon vs Vegeta (who are able to defeat him if they work together), or Cui vs Vegeta. This time Raditz was so high in power that Goku admitted that he couldn't do anything, and even with Piccolo they were only able to defeat him and distracting him using their strongest attacks (Kamehameha and Makkankossapo), as well as help from Gohan.

Goku also said at his encounter with Raditz, that it was the first time he had met a villian like that, referencing to his power, meaning that this is the first time there was a large gap between Goku and his opponent, in comparison to all the villians that Goku fought before. That includes Old King Piccolo and Tao Pai Pai.

Tenshinhan was slightly above Divine Water Goku and Kami was far above Post-Zenkai Divine Water Goku, so if the gap was small this statement wouldn't make sense, but with Piccolo being so much stronger it actually fits.

Well the "attack multiplier" is a nonsense concept IMO. See, for example, Vegeta survived KK x4 Kamehameha, which would be at a bare minimum 80,000 power level by that logic, and matched KK x3 Kamehameha, which would be 60,000 by that logic.
From the very beginning of dragon ball, we are told that kamehameha releases all your power in one burst. In preparation of 23rd TB, Kami told goku how to use his full power in short bursts, and remain suppressed otherwise, to conserve energy. So, Goku had 2 levels of power:
1. Relaxed battle power (416)
2. Actual full power (924)

If his full power was 416, then where do the remaining 508 power level points come from? In case of makankosappo, it was a charged attack which drew ki from everywhere around him and concentrated on Piccolo's fingertips. However, it is not the case in kamehameha.

This also explains many things:

By BoZ, Vegeta's SS2 is almost equal to mr buu, but in buu arc, he is right in between SS2 and SS3

It's honestly extremely difficult. Tao says he became many times stronger as a Cyborg as well, though it's not all that hard to fit in since there's 3 arcs in between. Doing it with the official BPs of 10 and 416 for DB Goku and Z Goku is impossible, it's barely possible if you make his Z power level 924 if all of his other gains from training are trash, though. Goku also mentions something similar back in the 22nd Budokai, that he has a "battle use" power that's far above the power he normally uses and is reserved only for battles to the death. Kami most likely helped him refine this concept and only tap into it when he really needs it.

Also, that gap between Z Goku and 23rd TB Goku is too large. Raditz said Goku's power level was still rising when he hit 924, so he could very well be as high as 980 or so, so perhaps they could be a single > gap between his Z and 23rd TB self, but beyond that it's really hard to fit him well below Raditz.

Tenshinhan (and the others humans) are stronger than the numbers showed on the begining. Tien > Young Daimao >= Krillin > Yamcha > Old Daimao. They were probably using that "Match level".

Mid-High SSJ2 Tier, being weaker than the SSJ2s and Kibitoshin. He may lasted longer against Pure Buu, but Vegeta did more damage on him.
