I don't like using scales, I think it makes things confusing... but if I'm to place this Buu in Super and providing he doesn't absorb or eat anyone, I'd say that the characters he could beat would be: Tagoma/Ginyu, Freeza in his first and final forms, but not golden (RoF arc); Botamo, Cabba and Frost, but not Magetta or Hit (Champa arc); in Future Truks arc I don't think there's anyone he can beat. As for the heroe cast I think he can beat all of them, except Goku and Vegeta ofcourse. I'm not counting with the Survival arc, it's still early to say.

The fact that God ki can't be used to revive Boo doesn't mean it has to lower his power. The South Kaioshin, for example, it's not implied to have weaken Boo at all and the Great Kaioshin did because his heart tamed Boo, that's what I remember.
Ok let me explain. this dose go into my own theories a bit but they are grounded in what the story give us.

First of the absorption of Dai Kaioshin is stated only to make up more controllable, his kind nature brought some reason to the chaotic evil that is Buu. But is isn't stated that Buu became weaker because of it.

In theory Fat Buu should have been more powerful, even with the loss of his chaotic unpredictability nature. Fat Buu, while less chaotic, can use his abilities in ways Kid Buu would never even think of (has Kid Ever even tried to use his Chocolate Beam?) and remembers to use techniques he has learned such as the Kamehameha. He also retains his natural talent fore fighting and he can still draw out the fullness of his power and control his ki. There is no logical reason for Fat Buu to be weaker just because of Dai Kaioshin's influence, he still happy to brutally kills people when made angry and no other characters influence has affected him in such a way post absorption.

Then we take what we have seen of his absorption of South Kaioshin. This is unlike any other Buu has undergone. Buu got stronger but the transformation was not as seamless, in fact it appeared to be painful.

This just how I see it. God Ki is toxic to Buu, it is by its nature Pure and clashs with Buu's darker, I even dare say Demonic Ki. Absorbing South Kaioshin was painful for this reason but Kid Buu was able to tolerate, so he grew stronger. Absorbing Dai Kaioshin pushed Buu passed his tolerance level and it weakens him instead.

This is also why Super Buu is so strong in his own right. He uses fat Buu as a buffer, allowing him to access the powers of the kaioshin without their god ki having as much of a negative affects on him.

Well thats how I see it.

Power levels have been a huge inconsistency for ages..

But if I have to take a crack at it I'll say kid Buu is stronger than zamasu when Goku 1st faught him and easily the 3rd strongest unless Gohan becomes mystic again. And even Then it took a spirit bomb to finish him. I'm In a long battle I would even put him over mystic Gohan for his stamina and abilities alone.

He can beat 1st Zamasu and magetta. And why are you discounting his abilities? There's absolutely nothing magetta can do to Buu. I mean literally nothing. If buu can turn rocks into candy he can turn a slow metal thing into candy. Besides Vegeta was having a hard time because the heat and air restriction. Buu can survive in space that wouldn't do anything to him.

I have a feeling that they're trying to keep Majin Buu relevant (at least have him in mind) like in episode 30 before the Champa arc where Goku, who wants him in the tournament, says "Buu can get CRAZY STRONG" despite Vegeta's claim he lost a lot of power when he split from his evil part (Kid Buu); and in the upcoming arc so it'll go hand in hand with the End of Z where Goku, who should be past all the events of Super (where most major villains should be over Kid Buu's dreams), still is thrilled to fight someone who has Kid Buu's power level.

Zamasu was stronger than Buu.
THE WHOLE TIME.

It's an easy math. Does Goku SSBlue could beat Buu? Yes. Does he beat Zamasu? No.
So Zamasu > GokuSSBlue > Buu.

You're overestimating Buu just 'cause he didn't fight in a while.
(Note: as Zamasu I mean Zamasu as "Black" the way he does appear at the start of the arc, not the apprentice).

That's entirely true, but this way ANY power level discussion is meaningless (not that I'll be sad about...).

I'm discounting his abilities because thanks to them he can, in theory, literally beat anyone.

Well I am not sure, as with DBS power scaling seems to be all over place and nowhere sometimes. I mean we should also keep in mind there was retcon with buu's origin, which gives us great hint how buu may change or act.

A; The frightening thing about Majin Buu is his unknown, unfathomable power. Whether it's actually not that much, or whether it's really stupendous, majin Buu himself probably doesn't know the answer.
Akira's answer about Majin buu's power level is vauge but shows us that he can be as strong as plot demands, and only restriction for him is his lack of knowledge or means to bring out this power to surface. He could be easily beerus's level if needed... until Akira states he has limits.

Also Surely Base goku call Majin buu "crazy strong" while enraged show us , he could give hell of battle even to base goku before u6 arc.

Amusing. Base Goku would trash kid buu. Zamasu was nearly as strong as ssj2 Goku. So Zamasu>>kid Buu.

One of the things I didn't liked about Resurrection 'F' movie & arc (besides the extremely poor casting and ridiculous plot elements) was the fact Kid Buu was downsized so drastically, even his menace didn't seemed much for Frieza nor Goku when they stop to chit-chat after Vegeta jumps in and right before they go transforming into their new forms (Golden & SSB), the dialogue is the same in both adaptations: Frieza: "You have improved a lot indeed, I heard you even defeated Majin Buu", Goku: "So?" (dismiss him) - Buu was implanted there as a minor note, Frieza no longer is amazed by his defeat, neither is Goku who treats him like an ordinary opponent/threat with his cocky response (while he had to borrow 2 planets & Kaioshins' ki + SSJ transformation at full health to overpower him).

Well, so you think it's a theory. No problem. I believe it has to do with the clash of "good heart of a god" x "evil of mankind embodiment" which changes Boo in a way he becomes someone entirely different. Perhaps there is some correlation between God ki and righteous heart in this case, like with the Saiyans, but we don't the extent.

"Kid" Majin Buu (I would prefer if he was called Pure Buu) would only lose to:

Beerus, Whis, Golden Freezer, Champa, Vados, Hit (if he can use ki blasts), Rosè Black, Rage Trunks, Merged Zamasu. Maybe Immortal Zamasu too.

He beats every other character in Super apart of Goku and Vegeta.

They obviously lose. Kid Buu's regeneration and stamina are both incredibly broken and I'm quite sure actual SSJ3 Goku would still have trouble with him.
I'm also quite sure Buu is almost as immortal as Zamasu was. I say almost because Zamasu was still spiritually alive when Trunks sliced him in half with the Spirit Sword. But Goku's Genkidama might have had more evil destroying capabilities considering everyone on Earth contributed to it.

But both Gohan and Gotenks were stronger than Evil Boo which is stronger than Pure Boo. Maybe Gotenks wouldn't be able to destroy him, Gohan surely can.

That's highly questionable.. I think Buu would end up outlasting Gohan and eventually beats him down.
