I think all this implies is that he just worked on the designs with Toriyama. There's nothing to indicate he worked on the plot outline for the Universal Survival arc. I could be wrong though.

The possibility of Toyo putting some of his ideas in this arc is high imo, didnt an interview before says Toriyama would like some of Toyo's ideas gets put into Dragon Ball (I'm not sure)

Well, art wise, designing a character from scratch is a much harder task than redrawing someone else's design and he either outright made or at least had a part in the best designs. I think this qualifes as bringing the A game.

So basically 8 of em are fcked, seems reasonable. At least Gohan's still their 3rd strongest, meaning he will still be able to do stuffs that the other 7 would be more of a fodder.

Naah, no buildup needed, even if gohan surpases berrus by rage we can still explain it by his potential was building up so much it exploded or something..

Yeah I see the difference; he has no bang! Why?! All Yamamuro (or whoever did the design sheet) had to do was add the simplest thing and all the animators would have drawn him with it!

Other than that though, seeing Gohan serious is what I wanted the most, so I'm actually very happy.
