What kind of gap do you guys have between Initial Perfect Cell and Grade 2 Vegeta?

Well to be fair, this gap between their powers (and the one with Android 16 and Semi Perfect Cell) is the one that initially prevented me to make the Buu arc/BOG arc base saiyans below Frieza. Although now I managed to fit everything. I have the gap between ASSJ Vegeta and Initial Perfect Cell like a 1.2 of difference, slightly above 15% of difference (with the one with Android 16 and Semi Perfect Cell like a 1.5, somewhere above 30% of difference).

Here are my power levels:

Android 16 - 540,000,000

Semi Perfect Cell - 825,000,000

ASSJ Vegeta - 1,125,000,000

Initial Perfect Cell - 1,350,000,000

Where does Cell get that power from, though? Shouldn't he just be Semi Perfect Cell + 18?

Making Cell + 18 is just too small of a boost, given what we see from ASSJ Vegeta and how he humiliated Semi Perfect Cell, and in turn Initial Perfect Cell humiliated ASSJ Vegeta. I tried using the Cell + Androids formula, but it just got me to the problem with Frieza and the BOG Base Saiyans so I just had to go with what I managed to have.

All the Kikoho did was shove Cell around. It didn't actually hurt him. Though 50,000 seems a little low for Tenshinhan. I'd say that he's at least 100,000.

Here's my list once again. I updated it based on feedbacks, but there might still be errors so please tell me if you spot some! I aim to have a list as accurate as possible for DBZ, one who almost everyone can agree with. Then I will do a DBS list continuing this one.
Notable changes are: Earthlings' levels post-Freezer, I also upped the general level of the androids arc, upped Gotenks' first power level (he is stronger than Majin Buu, which is on line with Goku believing the kids could do it with the fusion) and also upped the kids levels during the tournament.
About Cell Games, in order not to increase the levels too much, I have SSJ Goku being 2 times stronger than the SSJ version of Vegeta pre-2nd Rosat trip, and not 2 times stronger than his Grade 2 form.
During Buu arc, I upped Goku, and Vegeta pre-Majin is at Cell Games Goku level. He then decides to get controlled once he sees Goku too is a SSJ2, and the power increases Babidi gives him is now quite significant (+1 billion). Vegetto as a consequence is stronger than before.
Overall, I'm quite satisfied with the actual state of the list. You might still spot some flaws, but it should definitely be much better than before.

Huge improvement! This actually looks pretty good. There are a few points that I personally don't agree with, but none of it is outright wrong.

One thing that stuck out to me. In the Saiyan arc, Gohan's rage-boosted state was at 2,800, not 2,700, like you listed. Also, I'd bump up Gotenks' Super Saiyan 3 boost. Even if he can't access the full 400 fold increase due to lack of training, he should be able to put out more power than a Super Saiyan 2. Maybe make it a 200 fold boost or something.

EXPLAINING THE PORTRAYAL OF THE EARTHLINGS IN THE ANIME AND SUPER; MY INTERPRETATION OF THEIR POWER
The thing about the Earthlings' power is that the only notable power gains they'd make would have to be from training at Kaio's or the potential unlock from the Namekian Elder. They can't make much gains just from normal training. But since we know nothing of their training, I think a little "head-canon" explanation is completely justified.

We have next to no power comparison for them in the Manga, so I'd say it's best to take filler as gospel for the humans. I'll take Anime-exclusive scenes into consideration for what they're worth. The "canon" material is being pulled out every week by the same people who made that stuff, so as long as filler doesn't contradict anything, I'll take it into consideration.

We already have Kuririn's official battle power of 75,000. But that's just for the beginning of the Freeza fight. His power was said to be rising, so for all we know, he might have gotten much stronger. Though we have nothing indicating that he surpassed the 1,000,000 mark, nothing indicates that Gohan and Kuririn didn't surpass it either. Yamcha is able to take out Reacoom almost as easily as Goku while Chiaotzu is able to take out Ghurd and Tenshinhan is able to fight Jheese and Butta evenly while using the Multi-Form technique that splits his power in half. Tenshinhan is still the strongest, for now. And that's just the beginning of their training.

Piccolo was doing (somewhat) well against True Form Freeza after Gohan and Kuririn gave him their energy. He was certainly performing better than Vegeta. The power combining stuff is really plot-induced most of the time, but I think it certainly could be simple addition this time around. So Gohan and Kuririn's power levels can be interpreted as being near a million for the later portion of the fight.

When Freeza becomes a cyborg and brings his daddy to Earth, the Earthlings are scared shitless even in the Anime. Needless to say, even heavily suppressed, Freeza is still way stronger than the Earthlings. Kuririn's unlock boost puts him above Tenshinhan and co. who have become insanely stronger thanks to training on Kaio's planet in a way that compromises learning the Kaio-Ken for better gains. Teshinhan does mention training differently, so this is not too much of a stretch.

Alright, in only three years, two foes even greater than Freeza will appear. They've been told to only come at the battlefield if they are confident in their abilities. It's all-or-nothing, so some dire training methods won't hurt anyone. Tenshinhan and Kuririn train using the multi-form technique to make sparring partners for themselves and make incredible gains. Chiaotzu also trains with Ten, but isn't able to make good enough gains because of the large power difference between them. He doesn't even surpass the 1 million mark and Ten decides that it would be best if he doesn't come.
Yamcha has Bulma's gravity machine at his disposal. It's fair to assume that he used the machine but trained at a lower gravity than Vegeta. They still didn't get strong enough to face the androids, but they still powered up enough to feel confident that they could at least support Goku and co.
Tenshinhan learnt the Shin-Kikoho but it was still an incomplete technique.

Tenshinhan fights on par with Post RoSaT Base Trunks in the Bojack movie, so he made incredible gains before the Cell Games. How do you explain this when he rejects the idea of training in the RoSaT so that Vegeta and co. can use it? IMO With 4 days left until the Cell Games, Yamcha and Kuririn decide to train in there for 2 days after seeing how strong Goku and co. had become. Tenshinhan and Chiaotzu also follow suit anyways and train for the remaining 2 days. They make incredible gains but are still below the Base Saiyans, not to mention that they stand no chance against Cell. They decide not to participate in the games themselves but still show up there anyways... except for Chiaotzu.

[Yamcha is the Earthling with the most potential. He caught up to Kuririn in no time when he did the same training as him for the 22nd Budokai. He can surpass Tenshinhan quite easily. He just doesn't train as hard as him.]

After Goku's death, Kuririn and Yamcha give up on fighting. Luckily for me, it isn't specified exactly when they quit training. Kuririn gets married with Android #18 and lives with Kame-sennin while Yamcha settles in West City. In my scenario, Kame-sennin is worried that with Goku gone, both Yamcha and Kuririn will get complacent and stop training. His fears turn out to be true when he notices Kuririn training less and less everyday. He confronts Kuririn and motivates him to get stronger, to protect the ones that he holds dear. Kuririn leaves for West City and asks Bulma to let them use the Gravity chamber.

Bulma tells her that she has already made another one for Vegeta and that Kuririn can take the older model for himself. Kuririn takes the capsule and meets Yamcha on his way back. He explains the situation to him and invites him to an island a few miles away from Kame House. Kuririn and Yamcha spar in the chamber for a couple hours on the island everyday in the morning.

About 5 years later, Yamcha tells Kuririn that he's really not interested in training and tells him that he's still working on overcoming his nervousness around girls. He stops coming to Kame House and starts work at a host club... before he's fired. He later works as a freelance bodyguard and occasionally goes to Tenshinhan’s to help with the farm, as well. Kuririn, likewise, gives up on fighting too and stops shaving his head.

Even Kame-sennin trains secretly at Kame House when Kuririn is away.

Tenshinhan on the other hand, continues his mountain training and implements the multi-form technique to make the best gains he's ever made. He trains hard with Chiaotzu for 5 and even masters the Kikoho. Tenshinhan is satisfied with his training and tones it down a bit. He also starts to work in a farm in addition to his training.

This would be the Earthlings' absolute prime and their levels in DB Super. Both Kuririn and Yamcha might have gotten rusty and lost some power, but not by a considerable amount. Likewise, Tenshinhan and Chiaotzu might have gotten a little stronger, but not by a considerable amount. They already hit and went beyond their limits a long time ago.

The five years of training help Yamcha to kick Olibu's butt in the afterlife. Paikuuhan was busy searching for Freeza who had been released from his cocoon by Cell once again. In their absence, Kuririn and Yamcha were the strongest in the afterlife!
Tenshinhan's gains are enough for him to repel a blast from Majin Boo with his Kikoho while Chiaotzu has improved himself enough to hold Base Goku with his paralysis techniques.

I used to put the Earthlings below 1st Form Freeza, but I can certainly accept the bone that has been thrown to them by Toei.
They feel confident on facing Base Goku in the Anime and that'll most definitely continue in Super. So this definitely makes sense to me.

I'll change Gohan's power. As for Gotenks, as much as I would like to give him a better boost for Super Saiyan 3, it would mess up my power levels (a thing I like is Super Buu being 3x Fat Buu, and Kid Buu being 2x Fat Buu) and, with Super in mind, I decided to make the boost a mere 100x, but I would rather make it 200x. I just assume Gotenks achieved a SSJ2 like SSJ3, and that's why his eyes are different from Goku's when in the same form (no black pupil). When Goku is revived thanks to Old Kai, is Super Saiyan 3 isn't full power too. In my list, his boost is 300x (12 bilions)

Freezer himself comments his army has become ridiculously weak. Jaco was stated to be weaker than adult Saiyans in his manga, I don't think he was able to improve at all since then.
Though you might be right, I might change it on the future basing on how strong Roshi will be in the Universal Tournament.

What kind of gap do you have between Goku and Pre-Majin Vegeta? Vegeta said the gap hadn't changed so I'm thinking maybe Goku is still almost twice as strong.

I don't think it's that way. It was stated that the gap between Cell Games Gohan and Buu Saga Goku/Majin Vegeta wasn't that big, judging by Piccolo's comments when seeing Majin Vegeta against Majin Buu. That would make the possibility that Full Perfect Cell is still a bit above SSJ1 Buu Saga Goku, or maybe equals.

Vegeta also said he was above Gohan. If we assume Gohan was Cell Games Goku tier, then Vegeta can be around Cell Games Gohan level. There's also Dabura, Vegeta made comments about how he could defeat Dabura, that's the possibility that he was referring to just SSJ (because Goku was surprised Vegeta transformed into SSJ2 later on). Dabura was also stronger than Gohan. Considering Dabura would still be below SSJ1 Vegeta, then Vegeta is probably stronger than Cell Games Gohan, since Dabura was stronger than Gohan, with Dabura possibly at the level of Cell Games Gohan.

If Vegeta was that far below Goku, then the gap between the Goku and Gohan would really be terribly big, and I remember that it was stated that the 3 saiyans were around a different tier than for example Piccolo. I'd say the gap between Gohan and Goku is bigger than the gap between Piccolo and Gohan, since Gohan was still more relevant to the saiyans than Piccolo was. I'd say is more like this:

I think you shouldn't bother listing power levels of characters with very few feats or information about their powers. Like Chaozu and Yamcha in Buu arc, or all the Kaioshins except for the main one and the buff one who used to be the strongest. Listing Chaozu at all after the Saiyan arc doesn't make much sense to me, he doesn't even show up for the androids or the Cell Games.
