When they talk about them being rivals and whatnot. Rou Kaioshin says their rivalry is the reason the fusion is so powerful, if there was still a large gap in their power this wouldn't apply.

No he wasn't. He was 17 at the start of the arc since he spent almost a year in the RoSAT, and then there's about a month and a half between the start of the Buu Arc and the end which would make him 18.

Yeah, but his physical age is what matters here since we're talking about how mature his body is. It's not like he completely stopped growing in the RoSAT, he had a growth spurt just like Trunks.

Well I hope he gets stronger. In the anime he might get super saiyan rage form and in the manga it will be high powered ss2 form.
