He actually does. That why a mortal level exists. Keep the worthy mortals who are high in value and depose of the unnecessary trash and improve the overall image of the multiverse. That's true but that's so odd because it seems like more savage universes would be stronger. It's odd because we have no indication how fighting ability correlates to AML level. Why use this format if the intent is to keep the best quality universes and why be surprised at the fighting abilities of those universes if they are no related? On one hand, if one were to create the "perfect" (whatever that means to Zeno) multiverse, you'd have to get rid of the "lesser" beings. So, Zeno does care about life, life that is worthy. All eight universes that are competing are currently unworthy of inhabiting the multiverse. So, Zeno is giving them a chance to determine their own fate, which beats getting destroyed at a snap of the fingers.
On the other hand, we don't know what Average Mortal Level means. Based on the reactions Goku received when he went Blue, God tier fighters aren't plentiful in any of the universes. So, maybe AML has little to nothing to do with power. If that's the case, why have a tournament where the fate of the universes is decided by the strongest. This is where it would seem Zeno doesn't care about life. Imagine having basketball tryouts where those who made the team were decided based on who played football the best. It doesn't make sense outside of entertainment. That's all the Zeno's want...entertainment. Let's say universe 2 was just barely below the necessary AML where they would be considered a "good" universe. Rather than pointing that out to the Gods of that universe and giving them a few hundred years to straighten things out, they now run the risk of being eliminated by Universe 6 or 7. Universes that are way below AML.
IMO, saying Zeno (I love how we refer to THEM as one) cares about life is exaggerating the depths of his conscious. Remember, if Goku ruined his entertainment by not going all out, he would've destroyed ALL the universes immediately. I think it would be more appropriate to say he cares about balance. If there are 12 universes and only 4 of them are worthy to exist, that's not a good balance. "Lesser" universes are affecting the balance of the multiverse and should therefore be destroyed. This of course comes second to being thoroughly entertained.

Honestly, they probably don't want killing because then someone could pull a Vegeta Atonement and wipe everyone out.
It's no fun for the Zenos if the match is over in two seconds because Vegeta uses a SSBlue atonement bomb.

I still believe they will get rid of the no kill rule during the match. It would be really counterproductive to have this rule when the stakes revolve in mass murdering. Not to mention how the last tournament was set, with two requests to allow for killing.

I was thinking the same but if Hit should be able to create spaces/dimension in a location where thee isnt any space nor time.

Maybe Hit will try to fight to the best of his abilities without having to kill and manipulating time. After all, Hit is SSJB tier. But yeah, that no killing rule is just dumb.

Zen-Oh wants a good match and fights, bottom line of all this is he wants to be entertained, people going with the itent to kill their opponent would kind of make it not fun and would get rid of the strategy element.
